MAD Hears Talk On Low Cost Housing
Members of the Milford Area Development Council (MAD) heard John C. Chailie. supervisor of the Farmers' Home Administration. U-S. Department of Agriculture. Monday night explain the workings of his office in the area of rural housing development. “The FHA rural housing program is new and has had great success.” Mr. Chaille told about 25 members of MAD. In short, the FHA program is geared to low income families who do not have sufficient credit to build their own home, and it applies to people who live or work in a rural area. A “rural area” is defined as an area with population under 5.500 residents. Low income is defined as a family with less than SB,OOO adjusted income per year. Loans can be made on new or used houses up to $17,000 and remodeling costs can be included in this figure. He said the loans were for 32 years and carry an interest rate of 7t4 per cent. Mr. Chaille said the program of rural development program was begun in 1966. and since its inception its loss has been one tenth of one per cent. " He said the FHA program works hand in glove with local banks, and that when a participant had sufficient equity in a home he was urged to transfer his loan to a bank. Willis Alt, MAD treasurer who introduced Mr. Chaille, said local banks work under the guidelines of state and federal banking laws on how much they can loan on a home. He pointed out. however, that most banks do carry a considerable amount of real estate loans. Mr Chaille said he could see where the federal government might soon increase its program to include towns of up to 10,000 population. As it now stands, his agency cannot make loans in a town the size of Warsaw. Dr. T. A. Miller explained to the group some of the ideas that came out of a tri-county (Kosciusko. Marshall and Starke) zoning and planning meeting held last Wednesday at the Plymouth Holiday Inn. He said I remember them stating. “If you plan and zone, someone is going to get hurt; but if you don’t plan and zone, someone is going to get hurt.” Dr. Miller said there is a widening interest in community planning and zoning, and that Milford's problem is should we get it on our own or wait for a county-wide program which we can eventually tie in with. To Number Houses The MAD group voted approval of a plan proposed by Paul Kizer that house numbers be purchased for each house in Milford. It is to

cost about SSO. Kizer said he has mapped and numbered all houses in the town. The plan includes getting some group of school children to pass out the numbers in the community free of charge. Kizer also proposed that MAD consider the purchase of new street signs for the town. He said there are 59 street corners in Milford, and cost would be about $650. It was decided to turn the matter over to the group’s coordinating committee to see if part of the cost cannot be picked
