Bill Introduced To License Snowmobiles INDIANAPOLIS — State Representative Ralph Heine. Republican of Columbia City, has introduced a bill to license and regulate snowmobiles in the state of Indiana. “The proliferation of snowmobiles in our state has created the need for some practical regulation” claimed Heine. “Specifically I am concerned about the safety jof snowmobile operators and their passengers, as well as potential hazards to motorists on our highways and the protection of private property areas. My bill will make mandatory the registration of all privately owned snowmobiles in the state as of January 1, 1972. It further spells out safety requirements for these vehicles and sets forth the specific areas and conditions wherein they may operate.” The bill, H. B. 1175, provides that a three-year License registration fee of $5 be charged a private owner and $lO for a dealer-owned vehicle which is “rented, leased or furnished” by that dealer. It further requires the dealer to carry $lO thousand death or injury insurance on such a vehicle and $5 thousand in property damage insurance. Its protection features require all snowmobiles to have a headlight, a tail light, proper brakes, and to be operated only at speeds which are “safe and reasonable for existing conditions”. The bill further stipulates that a snowmobile may not be operated by anyone under the influence of intoxicating liquor, narcotics or barbituates, nor driven into any nursery, planting area or forest reproduction area where growing stock may, be damaged. Highway operation is restricted to use of a right-of-way “to gain access to another area” or to “cross a bridge or culvert”. The bill does permit crossing of public highways (not freew’ays or limited-access roads.) and operation “on highways on county road systems which are not maintained for wheel vehicular winter use”. Licenseing will hot be required for vehicles which are operated exclusively on property owned or controlled by the owner.
