Approve $1,740,630 Grant — Federal Funds Could Open Hospital Doors
After nearly two years of planning and preparation, the county health group known as Kosciusko Community Hospital. Inc., has apparently won its battle with the Samuel Murphy Foundation to be recognized as the official health-facilities group in Kosciusko county. The news came in the form of approval for a $1,740,630 HillBurton grant of federal funds for a new hospital in Kosciusko county. The Advisory Hospital and Health Facilities Planning Council of the state board of health gave its approval to the grant at Indianapolis last Wednesday. Kosciusko county coroner, KCH attorney Tom Lemon and John Fleck of the architectural firm of Fleck. Burkhart and Shropshire employed by KCH. The final approval of the much-sought-after federal funds, however, comes at a meeting Wednesday, Dec. 2. when the executive board of the State Board of Health will act officially on the council’s approval. No representative from the Samual Murphy Foundation was present at the meeting last Wednesday, although the group had also applied for Hill-Burton funds. The funds are contingent on the KCH group meeting certain deadlines, one being that it must break ground within a year of the Dec. 2. 1970 approval. Robert Maish, a member of the KCH board of directors, com-
mented after hearing the news: “If we get the Dec. 2 approval, we have our work cut out for us.” A year ago the KCH and Murphy Foundation both applied for Hill-Burton funds following what appeared to be a grand ploy, and the advisory council told each group to “go home and iron out your differences and come back next year.” 44-Acre Tract Earlier this year a group of county physicians obtained an option on a 44-acre tract of land on the Fred Beyer farm north of Harrison street and County Road 75 N (near the new Warsaw ByPass). and received approval of the city board of zoning appeals to build a medical facility there. The doctors have since exercised their option and purchased the land. In 1968 the KCH board requested $2 from the county council for a new hospital facility providing Hill-Burton funds could be obtained. A study group was named, having a county-wide base, which recommended that a new not-for profit hospital be built of something over 100 beds. When KCH went for Hill-Burton funds, it learned that the Murphy Medical Center had formed a not-for-profit Samuel C. Murphy Foundation, which also sought Hill-Burton funds. A long, lingering effort to bring the two groups together never met with success, and KCH decided to “do it alone.” The Cost Total cost of the proposed hospital facility is $5,345,910. The KCH application lists $600,000 in pledges, $2 million county bond issue, with a mortgage of $781,250. Members of the Kosciusko Community Hospital. Inc. board of directors and the townships
