Taxpayers Assn. To Meet Nov. 15 At Kokomo Each ot the 92 counties of the state of Indiana are being contacted and invited to attend the second State Taxpayer's Organization meeting to be held in Kokomo. Memorial Hall, the court house, at 1:30 p.m. on November 15. Sponsoring the second meeting will be the host association at Kokomo plus 20 other counties now organized. HOOSIER DAY By FRANK WHITE Insurance Premium Volume Tops Hoosier Farm Income By SIOO Million
INSURANCE BUSINESS in Indiana is so large it staggers the imagination Premium volume is some SIOO million more than farm income in the state. We talked to State Insurance Commissioner Oscar A. Ritz about the responsibilities of his office. Indiana has some 110 domestic insurance companies and 56 Fire Mutual companies that call the Hoosier state home. A total of 1.200 companies are licensed to do business in the state as are some, 45.000 insurance agents. Only Illinois and Texas have more licensed companies. Last year some $2.8 billion of ordinary life insurance was bought by Hoosier citizens. Indiana families had $20,300 worth of life insurance last year, up 207 per cent from the $9,800 worth in 1959. Life insurance companies in America have increased from one in 1759 to 1.829 last year. Lincoln National in Fort Wayne is the state's oldest stock company, founded in 1905. It is also tenth largest insurance company in the country. Commissioner Ritz told us: “My job is to make sure that we have solvent companies operating in the state and good agents, and that both are obeying the insurance laws of'lndiana. We have the reputation nationally of having a fine insurance state.” Ritz has the background to fill the job. He is a Charter Life Underwriter, highest educational attainment that can be earned by an insurance man It is given by the American College of Life Underwrites. He taught courses for the CLU degree at Indiana University for six years. Prior to appointment by Governor Edgar D Whitcomb in January. 1969. he was in the insurance business in Gary. The Indiana Insurance Commissioner's office has 57 employees.’ with 20 acting as examiners. They operate under a budget of about $450,000 a year. The entire budget is raised by license fees Licenses are issued to agents, bailbondsmen, and companies doing business in Indiana An additional $24.3 million w as raised for the general Fund in 1969 from taxes collected

on premiums. This was a record amount. They also collect the tunds of operation of the Fire Marshall’s office from the Fire Insurance companies. Every company is 'examined each three years. Our employees participate in out-of-state examinations, and co-operate with other state examiners. Currently, two Indiana examiners are joined with one each from Georgia, Wisconsin and California, in examining an Indiana company. Ritz explained: “We work with the National Association of Insurance Commissioners so that every’ state does not have to examine every company. Once the exam is completed, every other state accepts it. If we suspend or revoke a company's license to do business in the state, other states would take a long hard look at that company.” , Rates keep climbing and we asked about the role of the Commissioner in determining rates. He said: “We have a ‘file and use - statute which was passed in 1967. Before then, companies had to have prior approval of approval of the Commissioner." Under current law. companies file rates and set a time, usually a week later, when they will take effect. An actuary working for the state studies the rates and prepares a memorandum for the Commissioner within two days. If the rates are not justifiable, the Commissioner calls a Public hearing. By law. he can force the company to “roll-back” rates. Ritz observed: "In the almost two years that I have been here, we haven't done it because we didn't have a case. What is the use of having a you are not going to make the case and win?’’ , We questioned the skyrocketing automobile rates. Ritz said he did not see any leveling off or change in the direction of increases. Climbing rates were attributed to continued inflation' in the auto repair business; increasing number of auto accidents and the . attitude of the increasing number of drivers; and to poor construction of automobiles.
