devotions after roll call response to “What I Could Do To Help A Mental Patient.” At the next meeting members are asked to bring a gift to be sent to mental patients. Mrs. John Todd and Mrs. Tom Hite gave the project lesson on “Special Entertaining”. They had prepared a fondue and guests were invited to participate in the project. Mrs. Elbert Roe reported that the Ditty bags had been completed and sent in to the county. They are for the soldiers in Viet Nam. The group voted to give a donation to the United Fund. They also will buy a record of the "Songs Os The Month” to be used at the meetings. ' Mrs Dean Hite gave a health lesson on “Watch Your Weight” Mrs. Forrest Slabaugh then demonstrated how to make a rug from plastic bread wrappers The Club voted to have their annual "eat-out" at the Foo and Faye Restaurant on October 28th. Election of officers was held with Mrs. Russel Wallace being elected president, Mrs. Arthur Couts. vice president, Mrs. Stacey Archer, secretary and Mrs. Robert Duesler. treasurer. COSTUME PARTY HELD RECENTLY Theta Chapter. Kappa Sigma Tau, members enjoyed a costume party recently at the home of Mrs Dick Frain with Mrs. Tom Spurgeon as cohostess. Mrs. Irv Dobrunst won the prize for the best costume. The business meeting was in charge of Mrs. Richard Shell, president A pledge service was then held for Miss Donna Keister, of Kimmell A number of the members also attended Beta Province Convention on October 22.
TOASTMASTERS HOLD MEETING The Noble Toastmasters club met last week with Ron Kettering acting president in the absence of Olin Staton. Toastmaster of the day was Willis Fields and Table Topic chairman was Lyle Chester. C. L. Kelly won the best speaker award with a speech entitled “Peace” and Fitz Turner was alternate speaker. During the business meeting it was voted to invite all men in and around the Ligonier Community to visit a session of the Noble Toastmasters, with the thought of becoming a member. An excellent and economical way to improve your speaking ability is offered. OFFICERS MEETING HELD RECENTLY Mrs. Tom Hite, Mrs. Robert Duesler. Mrs. Dean Hite and Mrs. Hascall Crothers, of the Perry Township Homemakers Extension club, and Mrs. Kenneth Simmons, Mrs. Larry DePew and Mrs. Wayne Moore of Chatterbelles Extension club, attended the officers meeting for Noble county at the Saint Johns Lutheran church, in Kendallville, Monday evening. BOBECK, Brenda Kenee Mr. and Mrs. Adrian Bobeck. of Carmel, are parents of a daughter. Brenda Renee. Mrs. Dean Bobeck is the paternal grandmother. COMMUNITY Dr. Harry Wallace attended the fall educational seminar of the Indiana State Chiropractic Association, in Evansville, last week end. Miss Sherry Eytcheson has undergone major surgery at South Bend Memorial hospital. She is the daughter of Mrs. Robert Eytcheson. Sunday October 25, a family fellowship night was observed at the First Methodist church building. There was a potluck supper at 6:30 p.m. followed by an interesting program. No Injuries In Warsaw Accident Cars driven by Mrs. Ray Haab, 27, Syracuse and Frank E. Wallace, 42. Plymouth, collided at the intersection of north Detroit and east Main streets in Warsaw last Wednesdy. No one was injured in the mishap. Sgt. Ted Dobbins, investigating officer, estimated damage at S3OO to the Haab car and S2OO to the Wallace vehicle.
Syracuse Man Indicted For Statutory Rape At County Jail
George L. Koenig, 32, of r 3 Syracuse, was indicted on two charges of statutory rape by a Kosciusko county grand jury on Thursday following two days of hearings at Warsaw and bond was set at $5,000 on each of the charges. The indictments were for allegedly having sexual relations with two teenage girls, 13 and 15 years of age, while all were being held at the county jail in Warsaw. The two girls were taken into custody on September 23 on juvenile deliquency charges. „ Koenig was arrested by deputy sheriff Ron Robinson the second week in May for assault and battery due to a prior sexual incident and lodged in the county jail. In June he was made a trusty giving him permission to do work about the jail and access to many areas of the building. The incident came before the public when the mother of one of the teenage girls reported her daughter had told her of the relations. The mother reported the incidents to sheriff David Andrews and acting Winona Lake town marshal Carl Jacobson on October 8. Shocked by the report, sheriff Andrews appointed prosecuting attorney Steve Hearn of Syracuse, detective sergeant Keith Clevenger of the state police and Warsaw community school attendance officer Mrs. Norman Steele to investigate the alleged episodes and make recommendations, prior to the grand jury hearing. Judge Alan Rasor presided for the two days of grand jury proceedings. Jury members were Max Rosbrugh of Leesburg, foreman; Robert Lee Dugan. Claypool; John O’Hara. Silver Lake; James D. Miller of Mentone; Joe Shoemaker, South Whitley; and Robert Danner of Pierceton.

Koenig refused to testify before the grand jury and would not take a lie detector test. The incidents were reportedly to have taken place in the jail around September 26 and 29, several times with each girl. As the grand jury indictment charges were handed down, recommendations were also made that the sheriff allow only authorized personnel to have access to the cell keys and that the keys not be made available to a trusty at any time. The 13-year-old girl appeared in juvenile court with attorney Richard Sand to hear the decision that she be placed in a foster home in the county for an undetermined length of time. The court appointed Max Reed as attorney for the 15-year-old and she has been amde a ward of the court. Sheriff Andrews commented following the hearing. “Now that the investigation is over, I am grateful to Prosecutor Hearn, State Detective Clevenger and Attendance Office Steele for a thorough investigation. I believe the grand jury reached the only conclusions possible in this most unpleasant situation. In my own mind, I believe the trusty did in fact manage to secure the keys to the cells. The grand jury's recommendation is well taken, that we initiate some method of preventing any unauthorized person from securing access to these keys. In actual fact, such steps have been taken. I apologize to the people of Kosciusko county that such an incident could have occurred in their jail while under my responsibility.” / + You can always tell a home owner: he’s the guy who just came back from the hardware store.
In Minor Crash Gary L. Robinson, 18, of Leesburg, collided with Orval C. Guy, 79, of Warsaw in Warsaw recently. Patrolman James Tuka estimated damage to the Robinson car at S2OO and $l5O to the Guy auto. County Savings Bond Sales Up In September Joe Ettinger, chairman of the Kosciusko county U. S. Savings Bonds committee has received a report revealing that the county’s Savings Bonds sales for September were $49,049 compared with $48,557 for the corresponding period of last year. Indiana sales for September were $10,499,784 and $10,492,576 for a like period of 1969 —a gain of .06 per cent. Forty-seven of Indiana's 92 counties reported sales gains for the month when compared with sales of September, 1969.

PROCLAMATION WHEREAS, the Town Board of Trustees of the Town of Syracuse has received complaints that the practice of children going from door to door in the Town of Syracuse immediately preceding Halloween each year for purpose of “Trick or Treat” calls, has become a nuisance and WHEREAS, the Town Board of Trustees is of the unanimous opinion that the practice of “Trick or Treat” is a worthwhile and proper one and activity for children but is of the opinion that the activity is commenced too far in advance of Halloween night and continued for too long a period. THEY THEREFORE designate October 31, 1970 as “Trick or Treat” day for the Town of Syracuse and respectfully request the cooperation of both parents and children herein.
