'Number One’ Picnic Foods
A picnic is. by definition, an outing or excursion in which those taking part share a meal in the open air. Devoted picnickers usually have fitted hampers which contain thermos bottles, sandwiches, boxes, plates, cups and flatware. However, picnics can be transported just as successfully in a shoebox or shopping bag. Despite the origin of the word picnic (from , the French piquenique meaning “pick a trifle”), food for this outdoor repast is usually hearty. Sandwiches are Number One picnic fare Sandwiches may be prepared on the spot or assembled in advance. Many avid picnickers prefer to pack the "makings," insisting that sandwiches are freshest when put together just before eating. However, when young children or large groups are involved, it is usually more practical to prepare sandwiches at home, wrapped carefully in plastic wrap, they will stay fresh and flavorful

4 teaspoon pepper 8 hard rolls, split Melt Blue Bonnet Margarine in skillet. Add eggplant and onion. Cook until tender. Remove from heat. Blend in remaining ingredients except rolls. Chill. Use to fill split hard rolls. Makes 8 sandwiches. Scandinavian Treats 2 medium onions, thinly sliced 6 tablespoons Blue Bonnet Margarine 4 slices rye bread 4 thin slices rare roast beef I*4 cups shredded lettuce 1 medium tomato, thinly sliced Saute onions in 2 tablespoons of margarine until crisp and browned. Drain on absorbent paper. Spread bread with remaining 4 tablespoons margarine. Sprinkle lettuce over roast beef slices. Roll them up. Place a roll on each slice of bread. Top with tomato slices and sprinkle with sauteed onions. Makes 4 sandwiches. , Hungarian Cheese Sandwiches 1 8-ounce package cream cheese 4 cup Blue Bonnet Margarine 14 teaspoons paprika 1 teaspoon dry’ mustard 4 teaspoons cfraway seed >4 teaspoon Tabasco sauce 4 teaspoon salt 12 slices pumpernickel Mash cream cheese until soft. Add remaining ingredients except bread and blend thoroughly. Spread on 6 slices of the bread Top with remaining slices. Makes 6 sandwiches. Maple Oatmeal Cookies 3 4 cup (1-4 sticks) Blue Bonnet Margarine 4 cup firmly packed brown sugar 4 teaspoon imitation maple flavor 14 cups unsifted flour 1 cup uncooked oats 4 teaspoon salt 4 teaspoons milk 1 cup unsifted confectioners' sugar ■ • Planters or Southern Belle Pecan Halves Cream Blue Bonnet Margarine until soft, then add sugar, beat until smooth. Stir in maple flavor Add flour, oats and salt. Form dough into balls (use a level measuring tablespoon as guide). Bake on ungreased baking sheets in slow oven (325 degree F.) for 15 to 20 minutes. Remove from baking sheets and cool on wire racks. Stir milk into confectioners' sugar until smooth. Frost cookies and top each with a Planters or Southern Belle pecan half. Makes 2-4 dozen cookies.

Bureau Os Motor Vehicles Bogged Down In Paperwork
By FRANK WHITE Better service for taxpayers in dealings with the Bureau of Motor Vehicles is still a dream for the future. Despite many well publicized improvements tried by the Bureau, service is bad and becoming worse. A record number of cars on Hoosier highways and the mushrooming crop of young drivers appear to have the Bureau bogged down in a mountain of paper work. Staggered auto plate expiration and the confusion of issuing two and four year operators licenses compound the problems. Speaking from personal experience one member of our clan applied for renewal of an operators license on March 17 this year. The present system provides a receipt serving as your license for no more than 60 days. In theory you should receive the permanent license by then. If not. the receipt must be restamped at the branch to be valid. Such a system has never failed our clan in the past. No member ever failed to receive the license before the end of the 60 day period — until now. A check of most branches on May 18 when the new validating stamp was obtained revealed patrons in many lines extending to the door of all branches. A long wait was required for the simple stamp. Meanwhile a second license expired in our clan. A daily check of many branches disclosed many long lines extending tajhe doors. The long lines have discouraged any attempt at renew’al so far this month. One of the last official acts of W. W. “Dub” Hill, resigning as State Commissioner of Administration was the inspection , of a new machine being tried out at one local branch. Similar to a teletype, it was hooked by a private line to the computer. A license, typed at the local branch, was instantly checked against the permanent file, and the patron would walk out with the permanent license in a matter of minutes. Such machines are long overdue as are improvements in the present system. Another problem area for the Administration has been the processing of title applications. By their own statements the time
required for processing is approximately two months. Banks. Loan and Insurance concerns requiring such titles for loan security, inform us even two months is optimistic. A new computer system being put into operation this month is expected to cut the time to less than two weeks. The new electronic scanning equipment being installed by the Department of Administration, will cost $225,000 rental the first year. It is able to take information directly from typewritten pages, eliminating any keypunch operation. The system will scan 500 documents a minute, rejecting any containing errors. Millard F. “Bud” Renner, state commissioner of Administration said the first year’s rental will be financed with a traffic safety grant from Federal funds. Renner said if the system proves practical, the state will lease the equipment with its own funds after the one year trial period. It is expected the scanning equipment will process vehicle registration and drivers’ license applications by Jan. 1.1971. State officials also plan to experiment with the system processing tax forms and in the preparation of proposed legislation for the General Assembly, Gerald W. Habig, Commissioner of motor vehicles, said the scanner will eliminate most

present personal property tax on autos paid to the treasurer. Next year you pay when purchasing license {dates, and the law mandates the Indiana Bureau of Motor Vehicles to collect the tax in addition to the $12.50 charge for a license plate. Personal property tax had been paid in two installments, and some banks served as collection points for the tax. The excise tax is paid in one lump sum and must be paid to the license branches. Two tables are used to determine the amount of excise tax, one classifying the vehicle according to the original purchase price and the other basing the tax according to age of the car. Tax will run from a low of sl2 for the older less expensive models to a high of $192.
