Voice of The People

Dear Editor:

People in all walks of life are seeking the solution to juvenile delinquency. Having read the book written by former Juvenile .Judge, John S. Gonas of South Bend, “Delinquency: There is an Answer”, as a parent it is gratifying to learn there is a solution. As Judge Gonas stated, “Problems created by man can

be solved only by man”. Judge Gonas served as Judge of the Juvenile - Probate and Appellate Courts, also Representative, Senator and Chief Justice of the Indiana Appellate Court. During his long tenure as Judge of the Juvenile Court he attended many conferences on crime and delinquency, both in the U. S. and abroad, gaining

national and international recognition. He was honored in 1955 by the late Dag Hammarskjold Secretary General of the U. N. when he invited Judge Gonas to participate in the First United Nations Conference on Crime and Delinquency, Geneva, Switz. He spoke on the value of religion and was commended by the European press as the Judge from the U. S. who 19 brought religion to the U. N. Judge Gonas advocates PREVENTION via Education and Legislation. He proposes a philosophy of friendship, guidance, treatment, security, employment, understanding with sternness and nourishment with the bread of life in lieu of casting stones, to all children. He exercised this philosophy at home throughout the years his sons attended high schools, college and law schools, and in the Juvenile Court with a PREVENTIVE and rehabilitative procedure which brought about the lowest delinquency rate in the state and nation. Thus, a tremendous savings to the tax payers; for it is a known fact that it costs 10 times more to institutionalize a child than to supervise. Delinquent parents, adult neglect and immorality involving children were

dramatically reduced. Judge Gonas proposes a Delinquency Prevention Commission with authority to carry out a state and local system of predelinquent programs in the interest of all children. His lectures to students and civic groups has brought a strong response in favor of this program. I have personal knowledge that a Governor of a western state, Dean of Law School and University Dean, after reading the book made the following comments: “he touched base with some real problems, but what’s more important has found some solutions”, “Creating legal structures and procedures for prevention certainly is a constructive contribution to the field”, “I hope that this concept would be more widely accepted and practiced in the American Criminal Justice system”. We have tried everything else without success, why not try this? Several states are studying this approach, I sincerely hope that Indiana would be the first to adopt this program. Judge Gonas has always said, “There is a place under the sun for every child”. Lee Hostetler
