Farmers Become Sole Owners Os Farm Credit Today, with payments to the U.S. treasury by the farmer-op-erated Farm Credit System to retire $l4B million of government owned capital, farmers became th? sole owners of this sl2 billion credit svstem. This ends a significant phase of the partnership between farmers and their government in building this 51-year-cld system. This announcement was made by R. B. Tootell. governor of the Farm Credit Administration. The payments represented the retirement of $126 million of government owned capital remaining in the 12 Federal Intermediate Credit Banks and $22 million in capital of five of 13 Banks for Coooeratives. When the 12 Intermediate Credit Banks, which provide loan funds te PCAs and other organizations supplying operating credit to farmers were established in 1923. Congress made no provision for retirement of the governin'nt owned caoital. The farmer owned PCAs began acquiring caoital stock in these banks in 1957. . “The cooperative Farm Credit System is one of the most important assets American farmers have today,” Governor Tootell painted out. “It assures farm ers and their cooperatives adequate amounts of credit on terms suited to their needs because the system channels investment funds from the Nation’s financial markets out to the rural areas where it is needed in ever increasing amounts. Last year alon? those investors bought $lO billion of securities issued by the Farm Credit System — more than one-fifth of all the credit used by farmers. The amount will nrobably double by 19f0,” Tootell continued. “The success of the Farm Credit Svstem has been due in rsmall part to its ability to set the pace for other lenders,” ‘Tootell stated. “Because it is operated by and for farmed the system is always und a r pressure to adant the terms of its hans to agriculture’s ever changing needs. Thus the system has benefited not only its own memberborrowers but all farmers who borrow money. The rapid increase in the efficiency of farmers has been due in large 'part to the fact that the Farm Credit System has led the way in providing ready supply of credit has C) a bled farmers to substitute capital for labor as new technology has become available.”
