Bayh Rips LBJ On Highway Freeze; 'Again Ignoring Will Os Congress'
WASHINGTON, D. C. — Indiana Senator Birch Bayh ripped into President Johnson Thursday, Sept. 19, for “ignoring the will of Congress and playing havoc with the safety of the American people” by withholding some i S2OO million in highway construction funds. Bayh, in a letter to the White House released Thursday, Sept. 19, said that sls million of the frozen funds is delaying construction of 15 federal - state highway projects in Indiana. “You will recall, Mr. President, that a year ago we discussed this same question,” Bayh said in his letter. “At that time, $76 million was being withheld from Indiana highway projects and many more millions were withheld from other states. I argued then, and I repeat now, that this is false economy. The funds, under law, cannot be used for any purpose other than highway construction. While these projects are delayed, the carnage on our highways — which results in death to more than 50,000 Americans each year — continues. “As in the past, T simply see no justification for your present action. Worse, in this action, you are ignoring the will of Con-

gress and playing havoc with the safety of the American people.” In 1967, in the wake of a larger but similar freeze on highway funds, Bayh, a member of the Senate Subcommittee on Roads, introduced a resolution demanding the funds be released. After Bayh’s resolution drew 49 other Senators as co-sponsors, the President released the money. This year, in enacting a new highway bill, Congress included some of Bayh’s language by declaring: “It is the sense of Congress that no funds appropriated under this Act should be withheld by any member of the Executive Branch.” Bayh’s letter said: “This language, while it does not have the force of law, specifically indicates the overwhelming sentiment in Congress. I deem it most inappropriate for the President of the United States to ignore this sentiment, particularly when the justification that this is an economy move holds no more water today that it did a year ago.” Bayh said he is consulting with Senate Public Works Committee chairman Jennings Randolph of West Virginia and committee counsel to see if there is any way to force the President’s hand to release the funds promptly.
VonHemert Appointed Building Commissioner
Harry Van Hemert was appointed to the position of building commissioner at Syracuse when the town board met in special session Tuesday night. Van Hemert will fill the unexpired term of Walter Calnon. The special meeting’s business centered around the water improvement program with discussions held by town beard members and Max Ganshorn of Regent Homes 'ajid Robert Spearman, John Lantz and Robert Garmire of G*W Foods. Mr. Ganshorn was informed that the engineer has said water would be available to his firm, but they may need a tower because of their height. Regent Homes must lay the line from the Saint Andrew’s United Methodist church. Ganshorn will report to Regent. Town board president Byron Connolly stated the board needed an answer soon. If G*W Foods connects to the line they must pay for laying the line from the southern town limits to the plant. A lengthy discussion followed. Help Needed Harley Conrad, sanitary superintendent, told the town he had to have help. He was told an advertisement would be placed in the paper. The advertisement may be found elsewhere in this issue. Present in addition to those named above were board meiib bers Willard Nusbaum, Mrs. Frank (Blanche) Bates, Loren Longenbaugh, Vernon Beckman: clerk-treasurer Ronald Sharp; and attorney Robert Reed.
Questions And Answers At Lakeland Meeting Tuesday; Visitors Offer Help
Members of the Lakeland school board, meeting to approve additional appropriations Tuesday, answered questions from the several visitors present and heard these same visitors offer their assistance if needed. Jim Baker of North Webster asked about the overloading and undependable schedule of the bus his son rides on, telling the board he was not complaining. He stated he wanted £o know if they *were aware of the situation and offered his support if it were needed. Business manager Marion (Bud) Lantz stated he had added an additional route cn Monday and had taken from three buses to create same. The undependable schedule has been caused by the mechanical problems of the bus. Mr. Lantz continued that there has been a net increase of 54 students at North Webster this week and all ride the bus. He also commented that many high school students who used to drive now ride on buses. When asked about the life of the school bus he stated the corporation, which new owns all the buses, has been using a 10 year retirement plan. However, with the new high school and extra driving they might have to go to eight years. Asked about the bus fire and wheel coming off recently, the beard said this was a complete untruth and allowed Harry Minnick, a North Webster bus driver and the mechanic who worked on the bus after it broke down, to explain. Mr. Minnick stated there was no fire, only smoke caused by friction. He also stated it was impossible for the wheel to come off the bus and went on to explain. Mrs. Conley asked about the 10 cent tax cut and was told the county beard had made the cut

which has been appealed by the school board. It is now in the hands of the state tax board and will be reviewed by them at a meeting to be held in the court house. The date and time has not been announced as yet. At that time the cut will be allowed to stand or will be reinstated. She then asked what would happen if the cut were allowed to stand, and was told the corporation would be short of money in the fall. It was here the visitors asked if it would help if they appeared at the hearing. They were told it could do no harm. Mr. Conley asked about the shortage of health textbooks. He was told they have been ordered. Mrs. Baker asked about the books in the library at the high school, she had heard the supply was not adequate. Superintendent Don H. Arnold stated clcse to SIO,OOO worth of books had been ordered. Many are not in while others are processed as yet. More will be purchased this year. Some books were brought to the new school from the several schools, however, only high school material could be taken in this case as books are still needed in the junior high libraries. Robert Jones, Syracuse,, speaking for others in an effort to “clean the air” asked several questions on the purchase of equipment for Wawasee high school. Each of his questions was answered in turn. John Walker stated he was new in the community and had joined the Chamber of Commerce. He was immediately put on the tax committee, however, he was not in favor of all the questions that have been asked the board by said committee.
