PHILADELPHIA — Senator Vance Hartke (D-Ind. > said today that America's educational philosophy must be geared to the adult rather than centralized in children alone. He termed it an underlying shortcoming of American education that "we have made our total education- i al investment in the education of the child." "It is the adult.” he said, “who sculps the visage of th? world about us, not the child. Throughout our history wv have fostered a curious contradiction in our education. We! have educated the child, who could. not participate hi the affairs of democracy, while we denied continuing education to his parents who were charged with making the decisions which shape oir national destiny.” Sp?aking at the Bellevue-Strat-ford Hotel on Teachers Day. the annua' Conference of th? National Association for Public School Adult Education. Senator Hartke said: “The world of tomorrow cannot be built on the obsolescent learning obtained in yesterday s classroom. "To cope with the awesome Social problems which now confront us. we must arm the a<Mt with facts and information that relate to the living moment." Hartke pointed out that the United States has the lowest voter participation of any free nation, that we have over 22 million adults without the equivalent of an eighth grade education, with over half of our adult population lacking high school diplomas. He urged educators to operate I “where the action is ” in human affairs, and to deal head-on with controversial issues of our times.

"What other kinds are there?” "As we view the American scene today, with its unsolved problems in the fields of civil rights, economic inequity, housing, health, transportation and other areas of national concern, the question comes on with searching insistence: what happened to that great resourcepublic education— which our founding fathers planned for assistance in the solution of our common problems? Where is the hang up? “Not so many years ago education at the high school level was generally a private function with "academics” run on a private basis. Today there is as great a need for universal higher education as there was for free universal secondary’ education when we made the change to the public high school system.” A principal author of the higher education act of 1966, as well as the successful adult education act of 1967, Hartke urged that continuing classes for adults be offered in public schools to raise the basic educational standards of this nation to the 12th grade.
