Syracuse Rotarians Hear Talk On House
Members of the Syracuse Rotan' dub got a first hand lesson in state government at their Tuesday noon meeting at the Pickwick Lounge when they heard a learned talk by Dr. Otis R Bowen of Bremen. Dr. Bowen was speaker of the house of representatives of the recent General Assembly session. He said he didn't want to sound apologetic about the recent session, but it had its problems. Many of them stemmed from having politically divided chambers, he said. ‘Problems. Prospects* He spoke about the problems and prospects of the state legislature, stating he worked for quality laws and not necessary quantity. However, the recent session had a record 1.490 bills and resolutions introduced, be commented. Os this among 36.1 per cent became law. The session was not a "do-no-thing" session, be said, but faulted Governor Branigin ("a man I'm very fond of”) for not providing more directian to the legislature. He said Governor Branigin vetoed 46 bills, and had the legislature known of his opinions they would not have bothered to pass the bills in the first place. He said he found a session in the state legislature "stimulating. . . trying. . .educational . .frustrating . . .and certainly not a place for financial gain.’* Dr. Bowen, an able speaker, caß-

ed the job of a legislator "KSiing’. Every session sees several numbers die of overwork, be commented. I The speaker plugged for higher pay for the legislators, since many capable people cannot possibly run for the job. The recent session did pass a pay hike bill, but Governor Branigin vetoed it Because of this, as high as SO per cent of the chambers turn over each session, he said. He also asked for an overhauling of the legislative process on a state level, and in doing so the federal government would not have so many areas in which to act. He said from the state's founding in 1816 until the 1852 constitution which is now in vogue, the legislature met every year, but since 1852 it has met 61 days every two years. He decried this as “horse’ and buggy” and said there is a real'need for annual sessions. Guests Guests included Warren Shively, John Abshire. Bruce Van Dec Wede, Thomas A. Knoop. William Bradford.
