Senator Birch Bayh Says Juvenile Delinquency On The Rise

IjEBANON. Ind. — Senator Birch Bayh <D-IndJ, a member of the Senate Sdxwwittee on Juvenile Delinquency, said November 1, “Juvenile delinquency in the United States is rising at an alarming rate, and if we want to stop it we must launch an all-out attack on its basic social causes.” The Indiana Senator addressed a dinner meeting in the 4-H building here “Delinquency cases coming before juvenile courts increased 14 per cent in 1964 over the previous year.” Bayh said, “while the juvenile population increased only four per cent in that time.” “Tliose are the latest figures completely compiled. and estimates of 1965 and 1966 rates show the trend upward is continuing.” Bayh added. “But figures cannot show the actual size of the delinquency problem in this nation. The potential crime rate in what has been called the ‘delinquency generation’ is staggering ” “If we wx»nt to stop the delinquency.” the Senator said, “we have to stop the cause, and the I causes are often hard to define ” “The l>est answer to the crisis seems to be to pnn ide opportunity | fur self-improvement for every young person.” Bayh said “Studies show that crimes are committed more out of frustration tlian out of need The young offender doesn’t steal bread because he is hungry•; ■ he takes it because he wants to strike out at a society that has left him out in the cold.” “Young offenders most usually choose criminal behavior.” lie said. I “because they feel they have no chance of success in the legitimate world.
