. CAPITOL gapsU.S. Senator Vance HARTKE The SENATE MOVES TO MAKE
If every’ morning when you open your paper there stared at you another headline, “Jet Plane Goes Down with 137” — Day after day — it would not be long until there was a great outcry to stop the slaughter. In fact, the Federal Aviation Agency painstakingly tracks downi the cause of each air accident, and has power to order all airplanes of the type involved to make repairs or change design features, no matter how costly, if it will cut accidents to do so. We have only recently begun to get that kind of outcry’ about the 137 deaths every day of the year which our highway daughter averages. Indiana by the time this is in print will be over the 700 mark for this year. But now the Senate has taken the first long step to move federal concern for this vastly greater toll toward that shown by the FAA about air tragedy. What we have done in the Senate is to pass a strong bill providing the means for making automobiles safer by compulsion. We cannot stop accidents from happening, although states can help make better drivers and set better driving conditions. But we can make cars safer places to have accidents in — stop letting tops crush in on people, or letting glass shatter against a passenger’s face, or poking out the eye of a three-year-old with a sharp gearshift lever mounted on the steering column, as a recent Miami accident did. Safer cars is the aim of the bill we just passed. Within a couple of years, thanks to this federal action, we hope not only to slow the rate of accidents but to have more people surviving and fewer serious injuries in the remaining accidents. Many hours of effort have gone into the provisions first, of the Hartke-Mackay National Traffic Safety Center bill, and second, of the Harke-Mackay amendments offered a month later to the Administration bill. In final form, as I said for a national TV and radio report, perhaps half the measure bears the mark and often the language of our efforts. Who knows how “many lives we can save? If this bill, and my work on it, saves even one. it will be a satisfaction well worth any effort. If you have any suggestions to help the cause along, let me know.
