The superintendent reported , that almost all positions' in the school corporation are filled with the exception of an Industrial Arts instructor and a combination vocal and musical instruments instructor for the junior high school and grade schools. He stated that there is an acute shortage of industrial arts teachers at this time. Mental Health Plan Commission Receives Regional Reports INDIANAPOLIS — The Indiana Mental Health Planning Commission this week received the first of 12 regional reports which will help shape its forthcoming plan for meeting needs of the state’s mental--1 yill and retarded. The 72-page odcument represents a rear’s effort by the South Bend Regional Mental Health Survey and Planning Committee, headed by Jesse L. Dickinson, director of the South Bend Housing Authority. More than 70 persons from Starke, St. Joseph, Elkhart, and Marshall counties served on the committee. Staff services were provided by the United Community Services of St. Joseph County, Inc., under contract with the Indiana Department of Mental Health with Thomas E.

Woods, South Bend, serving as executive director. Estimating that 30.355 persons in (the four counties will need services for varying degrees of mental disability by 1975, the report calls for establishing two comprehensive mental health centers—one in Elkhart, the other in South Bend. Elkhart’s center would weld together a coordinating authority the Oaklawn Psychiatric Center, Elkhart I General Hospital, the Adult and Child Guidance Center, Family Service .Agency and “probably” the Rehabilitation Center. The Guidance Center should get a new home near the General Hosiptal, says the report. and add two treatment teams to its staff. This center would offer

The report also envisions a regional metnal health authority, expansion of the Family and Children’s Center in Mishawaka, a new clinic in Starke County, a long-term teratment facility for chronically ill children and adolescents at Dr. Norman Beatty Memorial Hospital at Westville. and full psychological and medical programs by the schools to detect and acre for emotionally disturbed youngsters. Taking special onte of the mentally ' retarded, the report endorsed a . comprehensive center for the retarded now being planned for South Bend and a day care center at Donaldson to serve about 300 children eventually in Starke and Marshall counties. Additional staffing was considered

by the committee to be primarily a local responsibility while the new facilities were deemed feasible by using local and private gifts, to match available state and federal' funds. Thomas W. Binford, Indianapolis industrialist who serves as chairman of the Indiana Mental Health Planning Commission, praised the regional committee for its ‘lucid report which evidences local concern for the mentally ill and retarded.” . The commission will be receiving such reoprts from all 12 regions in • the state as well as "findings from 11 ; expert task forces within the next ■ few months. The commission will assimilate these into a ten-year statei wide plan by the end of the year.
