Auditor France praised the 1965 General Assembly and Governor Branigin for the foresight in the enactment of this law since it carries out the pledge of their party to place more state funds and responsibility in the hands of local units of government for the planning and carrying out of their highway and street programs. Distributions were formerly made on a quarterly basis causing huge sums of money tu be held in escrow bv the state until a late date making it’ difficult for these local units of gox orr.ment to budget and plan their programs.
