Town Board of Trustees Town of Syracuse Syracuse, Indiana Attn: Byron "Connolly, President Dear Byron: As you are well aware the newly elected Town Board of Trustees will be sworn in to office at the start of 1964 and the first official meeting of the newly elected Town Board of Trustees will be held on Tuesday, January 7, 1964, at which meeting they will organize by electing a president and it is customary at the first official meeting each year to make appointments such as street commissioner, town marshal, fire chief, and town attorney. I respectfully ask that my name shall not be considered by the newly Organized board as town attorney.. You will recall that our late father, William G. Connolly, became an uptown merchant in Syracuse about the year 1913 and engaged in various businesses in uptown Syracuse until his death in 1946. You will also recall that he became a member of the Town Board of Trustees about the year 1932, became the president of the board and served until 1940. During the administration" the City Park was constructed and completed, the original sewers were constructed in various parts of the town, the curbing project was started and completed and the grit chamber that is now a part of the sewage disposal plant was .then constructed. Used for the construction because of defense contracts and becauuse materials were required for . defense. You will also recall that our father as president devoted onethird of his time to looking after these projects with no praise, very little appreciation and considerable criticism. I became the town attorney in 1946 succeeding the late Warren T. Colwell who had served for many years and have been the town attorney continually since that time with many changes having taken place over the years in the personnel and members of the board and the appointees. During these years the fire department was organized under the provisions of the Indiana laws for cooperative agreements between the town and township following some serious losses that had taken place in Syracuse. The Weatherhead Company moved to the community and a bond issue was made and the elevated stand pipe was constructed and additional water mains were installed to serve the entire town with water. Subsequently the town hail and fire station together with the fire fighting apparatus were completely destroyed by fire which created many serious problems needing immediate attention. During the 1950’s the town board of trustees commenced the study, for town and area planning at the request and with the aid of the Wawasee Property Owners Association which after years of study and public hearings resulted in the formation of the Syracuse Town Plan Commission, the adoption of the zoning ordinance for the town of Syra-

cuse and the contiguous unincor- ’ porated area, the adoption of the Sub-Division Control Ordinance, the appointment of a building commissioner and a Board of Zoning Appeals. The town was ordered by the Stream Polution Control Board of Indianapolis to construct a sewage disposal plant and to discontinue the practice of dumping untreated sewage into the Turkey Creek ditch. In order to finance the completion of the sewage disposal plant it became necessary to construct additional sewers to obtain additional users and to bond the town for the cost of the work which was completed during the current year. You are completing a four (4) year term and have been re-elect-ed to a new four (4) year term to the board. All the foregoing projects, particularly the planning ordinances and meetings have over the years consumed untold hours of my time for only a nominal annual fee and to the detriment of my private practice because I have not been able to devote the time to my private practice that it requires to properly attend to the affairs' of my clients. I Am well aware that there has over the years been criticism of my acts and representation as attorney for the board of trustees but this criticism has in no “Wise bothered me because criticism is one of the hazards of the attorneys’ profession. This was true particularly with reference, to the nuisance problem facing the town some years ago. This resignation shall be effective December 31, 1963 but there is one pending matter I want to complete for the town which likely will not be finished by December 31, 1963 and will likely carry over in to January. 1964. This matter is the completion of the bond issue for monies to pay the judgment the State Bank of Syracuse holds against the town upon notes that were, given by the town to make payment upon fire fighting apparatus. The transcript has been completed and submitted to bond counsel at Indianapolis but needs some changes before the bonds can be advertised and sold. Since the job is nearing completion it is appro-

priate that I be the one to complete it. All files relating to town business that have accumulated in my office over the past 17 years will be available to my successor and I will of coursb consult with and help my successor in all things possible. Your first four (4) year term is neaping an end and you have been elected to an additional four (4) year term, which will run to 1968. This means that one or another of the members of the Connolly family will have been identified with town government most of the time for a term of nearly 40 years. The only project that I could not find time to.give the attention required of it which is being carried over is the purchase of additional land adjacent to the city park. The town is in possession of the $lO, 000 we obtained from the Greider % Estate for park purposes and has available an additional $5,000 from the W. E. Long estate which money is also to be used for the purchase of additional land within five (5) years of the time of his death. I recommend that the new board give this problem consideration in the near future. Respectfully submitted, R. Leon Connolly Attotnev-At-Law . . * Jesse Crowl Leaves Items To State Museum i The late Jesse Crowl of Dewart 1 Lake has willed to the Indiana ■ state museum items . that date back to 1660. Mr. Crowl? died on Oct. 20. Items listed in the will which are to.go to the museum are two guns, BKyear's old: one clock, 106 years old; a silk scarf, 107 .years, old; several dishes ahd items that came to the United States in 1660; one eai'pet bag; one yard of red bandana, 117 years old; one grape vine quilt;, one tin cup; two tin trunks; one pewter saucer dish. Mr. Crowl, who operated a Dewart Lake resort, was 82 when he died. His will also stated that after the death of his wife, May, his ' estate is to be turned over to the trustees of Goshen .college. The will was dated September 11, 1956.
