The C'nttt-YrlHearl Treaty Ilatilted. The satisfactory intellifrcnce reaches us from Nicaragua that the Cass-Yrissari Treaty, as originally arranged by the ; American and Nicaraguan negotiators, has been ratified by the Nicaraguan government. By this treaty the Republic of Nicaragua concedes to the United States.

Vincennes, Feb. 23.

The steamboat Crescent, heavily load-

tiele on our first page. The proposition to abridge Courts of Common 1‘leas has failed. Several new circuits have been formed for the Circuit Court. Nothing will be done in regard to the Wabash and Erie Canal. Most likely the Sinking Fund will be distributed to the various counties, aud loaned under direction of the county officers. A high liquor li cense law is almost passed. It has passed eacli branch; but some amendments made by the Senate in which the House refuses to concur, and from which the Senate refuses to recede, have called for a committee offree conference, which committee will doubtless reconcile all differences, aud give us a stringent, constitutional, liquor license law.

same manner and upon equal terms by both republics and their respective citizens—the republic of Nicaragua, however, reserving the right of sovereignty over

the same.”

The United States agree to extend their protection to al/ such routes, and to guarantee the neutrality of the same. They also agree to employ their influence with other nations to induce them to guarantee such neutrality and protection. Nicaragua engages also to establish a free port at each extremity of the transit for merchandize and effects in Iranritu.— Troops and munitions of war can bo carried by tho United States across this

transit.

The postmaster general is authorized to convey the mails across this transit by contract or otherwise. Nicaragua agrees that in ease she should fail to protect persons and property ii]>on this transit, that the United States shall have power to do so, so long as such military protection may he considered necessary.

B»3w.A spirited war of words is waging between Hudson, editor of the Terre Haute Express, (republican,) and Edmunds, editor of the Terre Haute Jour-

ftcu. Last week wc published an account of tho difficulty in tho Senate chamber between Senators Gooding and Hcffren, in which two brothers of the former Senator participated. If. Clay Gooding, who was got down by Mr. Hcffren, has been acquitted of any participation in the af-

fray other than an attempt to separate "al, (democrat.) The former is a lawyer; the belligerents. Lemuel W. Gooding, j tho latter 19 C, ‘y Trt ’“ sur< 'r. that rate, and the heads of all the Sena-

tors in the Legislature might be broken for about a thousand dollars. Perhaps it would be best for the State to let the job out on contract, and thus “dry up ” the Legislature. SUf Among the politicians of Vigo county there has been quite an excitement recently over the County Treasurership. N. F. Cunningham, democrat, the incumbent, was to serve until sometime iu the coming Fall. Harvey D. Scott, republican, is the Treasurer elect to succeed Mr. C., when his term regularly expires. The latter being elected Treasurer of State, entered upon the discharge of the duties of that office sometime during this month, thus creating a vacancy in the County Treasurership of Vigo.— These being the facts, the story goes that Cunningham sold to Scott the unexpired term of his county office; and upon the strength of this sale Scott demanded the office as a matter of right. The County Commissioners of Vigo disregarded the bargain and sale, and appointed Mr. Joel II. Kester (democrat,) to fill the vacancy occasioned by the resignation of Mr. Cunningham ; and for this independent, manly discharge of duty, the Commissioners are soundly berated by the “ Express ” and most of the Vigo Republican politicians.

----->Judge Eckles will return to Utah in the further discharge of his official duties as Chief Justice of that Territory— starting from here in about seven weeks. He is exceedingly popular with the Gentiles and the Army of the Territory, and is urgently entreated by them to return to his post. The Administration, loth [sic] to lose his valuable services, has made several changes by which his position in Utah will he more pleasant than heretofore and more profitable. Among these changes is a change of circuits. His head-quarters hereafter will he with the Army, forty or fifty miles from Salt Lake City, instead of being in that hot-bed of Mormonism, which was anything but
