The immediate aim of the common schools not a preparation for business. The direct aim is character and thinking power.

Knowledge not the principal aim. The cultivation of the memory not the aim of the common schools.

The memory cannot be directly cultivated. Training and character are the true aimB of 'the common school education.

Trustee to furnish a few good books for each school. Thirty to thirty-five pupils to each teacher.

The trustee's interest to be unselfish. Residence in the township not one of the main points in selecting teachers.

An applicant should not be rejected because some other member of the same family is already employed as a teacher.

The County Superintendent should not be either appointed or removed on political grounds.

The rules of the Civil Service Reform to prevail in the selection and removal of county superintendent and teachers.

The taxes collected from all parties. The office to be open at all times to the best qualified, whatever his party.

The rights of teachers. A teacher should not be rejected merely because she is married.

Specific duties of trustees. Specific duties of the county superintendent.

Specified duties of the county board. Tne five points that enter into a true qualification.

The teacher who is properly qualified will be well versed in the history of education. Books that will aid in gaining a knowledge of the history of education.

The progressive teacher will attend the institutes.

After the above introductory chapters which are well written and full or carefully matured ideas, the manual enters into details^ of instruction in each grade.
