PENSION AFFAIRS.
Jap Turpen, the interesting and reliable Washington correspondent of the Indianapolis .Sentinel, quotes Colonel McLean, the First Deputy er of Pensions, assaying: "The statement was made in the newspapers a few months ago that in**' the Philadelphia Pension Office many names of dead pensioners and remarried widows were carried on the rolls, and that $20,000 or more had been paid out by the Government on fnlse represen tions. Believing that such frauds mig^t mig exist throughout the entire country, tl Commissioner directed that all the sion rolls be carefully scrutinr This work was done througtrthe special examination division of the bureau at Chicago and elsewhere. In the Chicago office the investigation disclosed 560 such names, which the agent there was directed to drop. This is the whole extent of what has been done in this case. General Black would have neglected his duty had he done less. For isuch performance of duty the most violent attacks have been made upon the Commissioner."
n-
Chief Examiner Coleman, who is a Republican, fully statement as to the serious
the frauds discovered. He said that the I "dministerinS!
investigation thue to shows irr^ari-
ties Alabama, Washington, Chicago, I _.A, .„ Philadelphia and elsewhere. The rolls Either Stead will conduct his own of the Columbus agency are now being overhauled. "I gave the facts to the press," he said, "about the Chicago cases, and there was no thought of reflecting on the administration of any agent. The 560 names ordered to be dropped were not those included in the yearly report of the Pension Agent on June 30. The agent would have no authority to drop them without an order from Washington. This ought to make it clear to anybody that no attempt has been made to involve any agent in official irregularity." ,? 1
General Black will c6ntikme to reorganize the Boards of examining Surgeons as he thinks they may need changing, in spite of the protests of Republicans of the Iowa stripe. For years the entire Pension Office has been a great political machine. Republican Commissioners have used all their powers to advance party interests. Only about fifty of these medical examiners out of two thousand were Democrats. Thousands of surgeons throughout the country who served honorably in the Union army were ignored in making up these Boards. General Black has changed all this. He has destroyed the partisan character of the Boards, and surgeons of both political parties serve on them. He
has also appointed men from every reputable school of medicine.

For unblushing cheek the Cameron' breed of Pennsylvania politician is entitled to the first premium. They were accustomed during the ascendency of their party to send collectors into the departments, armed with horse-whips bigger than that- with which Noah Lockabill teased his tramps, and levy contributions for campaign purposes. One would have supposed that they were at least posted on current history. All the world, exoept that portion embraced within the boundaries of Pennsylvania, has known that a great but peaceful revolution took place last November and that among the many vile practices swept away into the rubbish pile was this one of levying campaign contributions on the department clerks. Democratic committeemen are not to be permitted to bulldoze department clerks and 5 it IT is safe to wager that the Cameron crowd are not to be permitted to do it. There is by the way significance in the fact that the departments have ih them a sufficiency of Republican clerks to make it worth while for a Republican campaign committee to try to levy contribu-
tions on them. The exposure of the gaining notoriety and perhaps substanscheme was of course prompt. The' tial rewards. No one here believes that Republican clerks now in the dapart-
dents are by no means anxious to make fresh records for themselves as offensive partisans. Therefore wheii a hundred or more of these circulars were received by clerks in the pension bureau and the land office they were promptly turned over by them to the heads of the departments and in this way made public. The circular is headed "Headquarters of the Republican State Committee, Parlor C, St. Cloud Hotel, Philadelphia Sept. 2nd," and signed by Thomas W. Cooper, Chairman of the Committee'
The circular itself is as follows: Dear Sir: We desire an early subscription to the state committee and as liberal as you can afford to make it If the Republicans of Pennsylvania win a decisive victory this year it will prevent any agitation or disastrous change of tho tariff by the incoming congress and pave the way for tho overthrow of the Democratic state and national administrations. We propose to push the work of the state committee with the utnlost vigor until election day. Please send your subscription as early as possible by check, money order or call at headquarters.
The average citizen and tax payer who is anxious to see the government business stay out of the mire into which it had fallen and from which it has been lifted by the administration of President Cleveland, will find fresh reason in this exposure for congratulation at the result of the election last November.

Editor Stead of the Pall MajI Gazette Returns to London. LONDON, September,
4.—The
latest
development of the Pall Mall Gazette's revelations bids fair to be more prominent here than any that have preceded it, partly because every detail is eagerly published by all the papers which formerly suppressed all statements current on this subject. I can state positively the following facts, all that are known by any one outside of the Pall Mall Gazette office, and anything further is only imagination: Mr. Stead conducted all the early stages of the Eliza Armstrong business himself. Nobody else knows what they were of what his line of defense will be. He left Basle lafet night by express, passing around Paris, and will arrive here tonight at 8 o'clock. Many people wanted to prepare saw

fense, or it will be conducted by Mr. Charles', in the Court of Crown Cases, a very small court above the Bow Street Police Court. I hear that Poland, the rosecutor, is expected to make a threoours' speech. Mrs. Jarrett has been for some time in the service of Mrs. Josephine Butler, the wife of the Canon of Winchester. Jacques is the assumed name of an Anglo-Greek who was the most prominent member of Stead's Secret Commission. The police are completely at fault on the whole affair. They could not find Mrs. Jarrett in spite of all efforts, and then went to the Pall Mall Gazette office to ask assistance. The latter instructed Mrs. Jarrett to surrender. A certain Madam Comb is mentioned in the indictment. The police yesterday served summons on a highly respectable $nd wealthy lady of the same name, living in, Kensington. Another woman indicted is the person from whom the Pall Mall Gazette's agents got much information. If the police make the mistake of arresting her and she is punished, I am assured she will take revenge by making exposures beside which the worst of the Pall Mall Gazet£e',s reyela^opa, will ~~1~ I.

What is Thought of the Man Who Killed York Sharper. ST. LOUIS, MO.,
Sept.
3.
A dispatch from
Abilene,Texas, the home of J. J. Holland, who shqt and killed Tom Davis, in New York, aaayor two ago says: Nearly every resident of Abilene knows Holland well and he is almost universally liked he is a man of considerable means, having accumilated a competency through a combination of sporting, cattle trading, baying and selling real estate, and other shrewd business ventures. No one has ever suspected him of orooked transactions. He has been noted however, for his pluck and his qtiick perception in serious and critical emergencies. For a year past, it is now called to mind, he has been on intimate and confidential relations with state rangers and city and county officers, and he is believed to have become possessed of important information concerning criminal characters, both in and out of Texas. Holland left here two weeks ago, taking City Marshal Hill along with him, not stating his business, but his friends generally understood that it was something of a detective nature. Since the shooting of Davis the opinion has gained general acceptation among those intimate with Holland and-Hill, that the first named had become possessed of a knowledge of the business conducted by Davis in New York in the sale of counterfeit money that he, (Holland) took City Marshal Hill into his confidence and that they visited New York expecting to bring about the capture of a big gang of counterfeiters, thereby

Habitual constipation is not only one of the most unpleasant, but at the same time one of the most injurious conditions of the human system, and is but a forerunner of disease, unless removed.
