The Committee Finds That Gross Immoralities and Inhuman Cruelties id»-.YIere Practiced.

The legislative conjmiti.ee appointed to investigate the scandalous charges aaaioflt the officers ot tbe Soldiers' Orphans' Home and the Asylum for Fte-ble-mind Children presented a report to the General Assembly yesterday morning. Ninety-one witnesses were examined concerning the affairs of the institution and the charges agaiust the officers, and the committee was engaged '.went} one days in conducting the investigation. The testimony which watt elicited, according to the leport, shows that inhuman abuses and shockingly outrageous immoialities have been practiced in the institution. The immediate removal ol John M. Ooar, whom the committee gives aa odiously bad bill of character, is recommended, bat nothing is said regarding the other trustees. Dr. White, the superintendent, is found guilty of nothing worse tbau gr^ss negligence of duty, but the disgraceful abuses which were practiced under the loose management is sufficient cause for tbe committee's recommendation that he be disposed. The report specifically finds that Go.ar has been guilty, during his term of oflfte as trustee, of having illicit intercourse with a female inmate of th* institution of about the age ot fifteen years, and that he bas been guilty, during his official term as such trustee, of attempts to seduce two other female inmates, each of the (.ge of fifteen years, of said institution, who are orphans of deceased soldiers of Indisna.

In regard to Dr. White, the committee fiads that he has allowed children in both departments to be locked in close and dark closets, and fed only on bread and water from one day to a week, and permitted two boys to be hand-cuffed together two days and one night in dark closets, and compelled them thereby to sleep together while so hand-cuffed, whioh punishments, in the opinion of the committee, were excessive, cruel and inhuman. He acted indiscreetly at various times by locking himself in his private offlce'with femule teachers and others connected with the institution, but the committee is of the opinion, from all tbe evidence upon that subject, that it was at no time tor an improper or immoral purpose. He allowed one Charles itiorgan, an employe of said institution,to :emain in tbe institution for feome time after the said Morgan had inflicted upon one Ed Boler, a feeble-minded boy and a soldier's orphan, most cruel and inhuman punishment.

attendants for some time to remain in the institution, and as an employe of the same, after said attendant had been guilty of a nameless crime with boys trom ten to fourteen years of age, he, the said Wnite, having such information as should have put him on immediate inquiry and investigation aa to the truth of said information, and which inquiry would most oertainly have disclosed to him fully the evidences of this most horrible practice. The committee further finds that h:- has not given that close attention to the subject of the schools thdt the importance ot the same demands.

Judge Scott on New Orleans. Judge John T. Scotc has been back from New Orleans and San Antonio, where he went with Miss Madrigal on real estate business, tie was asKed bis impressions of the exposition by a GAZETTK reporter. He seems filiel with enthusiasm in some respects and disgust in other?. The city of New Orleans he does not admire, bnt cannot say too much in praise of San. Antonio. The Mississippi at New Orleans is now from four to six feet higher than the city and as a con sequence, sewerage is impossible except on the surface back io Lake Fontchartrain. The Judge says the surface drainage smells badly now in winter and must be terrible ia summer. The exposition grounds are not so large nor so line as tbosc at Philadelphia during the Centennial, but the New Orleans exhibit Is an amazingly large ana fine one. The Judge says he met. Mr. Butler Krumbhaar, formerly of th?s place who extended to him tne courtesy of the Boston club ironi tohich he saw the Mardi Gras procession. The business houses all have verandahs which were supported on acoount of the extra weight, and seats sold in many cases at a premium. 1

The Olivers Won't Move.

The Lafayette Courier of yesterday savs: "At the conference with the citizens' committee of South Bend, Mr. James Oliver said that while he and his son

had come home from Indianapolis with the idea that they must remove from South Bend, the action of the citizens had caused them to consider matters in another light. They would not definitely determine upon what tkeir future course would be, but he would assure tbfccu of a careful consideration and a definite decision within one week. The project ot moving from South Bend had uot oeen contemplated with any ill feeling toward South Bond, but as a guarantee of their secuiity

Internal Revenue Collections. The collections luteniiu revenue during the first seven months ot the fisca year were $65,341,347, against $69,962,679 during the same period of tbe previous fiscal year, a decrease of $4,621,332. There was an increase ot $301,595 in the collections from fermented liquors, a decrease of $4,462,796 from spirits, a decrease of $185,685 trom tobacco, and a decrease of $274,446 from miscellaneous sources.

Interesting Interview by a Gazette Reporter With the Great Evangelists,

Why Terre Haute was Left Out—A Probable Visit From Mr. Moody Six Weeks Since.

Yesterday afternoon, as No. 1 pulled in at the Union depot, a heavy set, handsome looking man got off the parlor car, and was immediately recognized by the GAZETTE reporter as Dr. L. W. Munhall, of Indianapolis, D. L. Moody's traveling companion and cbiei adviser.

Alter mutual salutationa the reporter inquired after Mr. Moody. He was found in the parlor car it* company with Prof, and Mrs. Towner, of Cincinnati. The latter persons supply in a measure Mr. Sankey's place, singing solos at the revival meetings.

Mr. Moody lelt tired and was not inclined to talk, but DR. MUNHALL SPOKE FREELY.

Said be: "We have had very success* ful meetings every plaee, and one of the most satisfactory kind at Greencastle this morning. We go to Evansville this afternoon and will be in Louisville Sunday, stopping lor one meeting at New Albany."

The reporter suggested that Terre Haute felt that it was slighted by Mr. Moody, and that our city needed evangelical work about as bad as Evansvilie. "I was compelled to leave out Terre Haute," said Dr. Munhall. "We only had a limited time to spend in Indiana, and I boped to provide for meetings at Lafayette, South Bend and Terre Haute, but found it impracticable. Another thing that

WORKED AGAINST TERRE HAUTE in the disposition of Mr. Moody's time was that it had no Y. M. C. A. oiganization. Mr- Moody is working now under our directions, and unless we uould establish a branch here by his visit we thought it improper to consume his time in Terre Haute."

Dr. Munhall thought Terre Haute was a wicked city and went on to say, "Your rich men are not Christians. In other cities the Y. M. C. A. organizations are kept up by the wealthy Christians. But there are so few of this olass in Terre Haute, and those Christians who are rich are so lacking in the necessary interest in Christian work, that tbe poor Christians found it a profitless struggle to keep up the organization."

Mr. Moody appeared to be much Interested in tbe conversation pnd suggested that he might pay Terre Haute a visit in about

SIX WEEKS.

"Yes," said Dr. Munhall, "that is at least a possibility. We go West from Louisville and hold meetings in Omaha, St. Joe and other western towns, and will then return East. I shall try to take in Terre Ilaute on the way back. You may announce that not as yet determined upon, but as a possibility."

The train was then leaving the depot and the reporter made his adieux.

DIED OF EXCESS OF JOY.

Heart Disease Superinduced by Successful Lobbying. WASHINGTON, D. C. Feb. 26.—A curious com^nt on the d^ays of legislation came to the front here late yesterday when D. H. Darley, of Iowa, tell dead on street, from excessive agitation over the passage of a bill he had been urgiog before Congress for eight years. He came here in '77 to urge the passage a bill to establish title to lands occupied by settlers on the De« Moines river. The lands had been granted to a company for the improvement of the Des Moines river, but tbe company failing to perform tbe work, the lands were supposed to have reverted to the government. It nevei took possession of them, however, and settlers have never been able to get their titles. The bill to establish titles has been pending for years, and Darley has been here pushing it. Tbe other day it passed the Senate, and yesterday it was favorably reported to the House. This was too near to the cul mination of bis years of work, and in« dnced such excitement as to produce case of heart disease, and he fell dead
