E. Salmon, chief of the bureau of animal industry, has submitted to the commis sioners of agriculture a voluminous report upon contagious diseases in animals^ The report is the result of experiments and investigation made by the veterinarian of the division. Considerable space is given to a detailed hietorj of the receat outbreak among the cattle in Kansas and to a description of its symptoms. Salmon reaches the conclusion that the (disease was "ergotitm" due to eating the fungus known as ergot."
Upon tbe treatment and prevention of this disorder be says that when the first signs of disorder appear tbe most important point to be attended to is to make a complete change ol food and to eee that this is of good cuality, nutritious a^d free from ergot. It would also be proper to give a dose of physic from one to two pounds of Epsom salts in order to remove as much as possible the poison still in tbe digestive organs and to follow this with soft food aB mashes and roots. In the most severe cases and those in which a part of the limb is already lifeless, tbe treatment will avail bnt little. A greater number of cases, however, liave not ad vanced to this stage, when lameness is first noticed, and these wili be greatly benefitted by removing the cause and placing the animal under conditions tavorable for resisting the poison.
A very important condition is warmth. Even when the animals are fed large quantities of Ergot they seidrm suffer except in cold weather and consequently in attempting to check the advance of the diecase advantage should be taken ot this fact by placing the cattle in warm sheds. Another condition believed by some to have mucN influence on "Ergotism" is the water supply. With plenty water always at hand it is believed larger quantities ol Ergot may be takeu for a longer time then when tho water supply is deficient. Iu tho cold winters which occur over so much of our cattie raising country it is difficult to iuduce tbe animais to take a sufficient amount of water. Hole-j cut throu&rh the .ice soon ireese over and the weather is frequently so severe that caltlo will drink only a few shallows ot water before they will leave to seek shelter lrom the cutting winds and when later in the day tbey try to ob tain more water the drinking holes &rv Iroz^n over. Whert "Ergotism" pievaiit the watering should receive close atten tion. "Ergotism" can probably be entirely prevented by cutting hay before the seeds nave formed. Both in Missouri and Illinois I saw the clearest examples ot this. Hay composed of the same kinds of grass cut upon home land was free from Ereot or largely infected with it accord ing as it had been cut green or ripe. This alter is worth caretul consideration. Hay cut green is more digestible and in every way more valuable than that which is allowed to become ripe and woody and the latter is much more liable to produce severe disease such as indigestion, impaction and ergotism. This fatal disorder may, therefore, be prevented in the future by proper and caretul management.
Cattle Men's Convention.
Si. Locis, Nov. 14.—It is now evident that delegates to the Cattle Convention which assemb.es here Monday next will number fully a thousand. The names of 700 have already reported representing nearly all the rsnchcs and Cattle Men's Associations west of the Mississippi river. The Governors of maoy states have also appointed delegates. The convention will be held in one of the great naves ot the Exposition building which is being specially arranged for the occasion and which will accommodate between four and live fhousaud persons. The entertainment of delegates will be on an elaborate scale, some $20,000 having been subscribed for that purpose.

LONDON, On ., Nov. 13.—A shock of earthquake was felt in Colchester and Kingsville, Essex countj, Ontario, tbis morning, about 10 O'CIOCK. In the former place i» was quite severe and greatly alarmed the people of the village. In Kingsville, glass in a few windows was broken.
CLEVELAND. O., Nov. 13.—A slight shock of earthquake was felt here to day. The shock felt tbis morning in various places in northern Ohio is attribut to the explosion ot the dynamite factory in Toledo.
Death of A. L- Hartwell.
Last night at 12:30 A. L, Hartwell, car accountant for the Illinois Midland, died at Decatur of typhoid pneumonia. His friends have been alarmed regarding his condition for several days and will be greatly pained to learn that the worst has come. He was a splendid fellow socially and stood high in business circles. He was twenty-seven years of age and unmarried. Deceased was a halt brother of Mrs. H. G. Sleight, who has been with him during his last sickness. He was born at St. Catherines, Canada, Oct. 5th 1857. He served as clerk in the Yandalia Car Accountant's office here for three years and has been Car Accountant for the Illinois Midland offloe at Decatur for the past three years,
The funeral will take place to-morrow at 8 o'clock at Decatur.

NEW YORK ELECTION CAN VA88INO. According ^to the election laws of New York the total count of the vote at each precinct should have been finished at the polling places by midnight of Tuesday, Nov. 4 the statements should have been delivered to the ward and town authorities by midnight of the day following, and a certified copy filed with the Town Clerk the city and town officers, Supervisors, or in the case of their disability, the Assessors, constitute the County Board for each county, and must meet at the County Clerk's office on. first Tuesday following the election (Nov. 11), and collate the statements of the local Inspectors, and prepare triplicate statements of the vote in their respective counties certified to by the Coantv Clerk, forwarding one statement to the Governor of the State and one to the Secretary *of State, one being delivered to the CI erk of another county the fol lowing the canvass the final canvass of the county returns is made by the State
Board of Canvassers on tbe Wednesday next after the third Monday in.November (Nov. 19), or sooner if all the county returns are in, but, if all county statements have not been forthcoming, they may adjourn from day to day for four days, and then, in any event, proceed to eomplete the canvass. The Board of Canvassers corsists of five State officers, of whom, in the present board, one is a Republican and fonr are Democrats. The national law makes it the duty of tbe State Executive to deliver to the electors three lists ot tbe names of the State electors thas ascertained, on or before (he dsy on whieh they are to meet in the Electoi al College.
The county statements, therefore, are to be officially concluded on Tuesday nex and immediately forwarded to Albany and the State Board of Canvassers must ocmplele thejeanvass of returns between Nov. 18 and Nov. 84.
The local Inspectors of elections are required by law to be chosen from the opposing parties and they are directed ^to make a public canvass immediately after the polls are closcd. Their duties consis mainly in comparing the number of ballots with the poll lists, and rejecting surplus ballots, or ballots folded together classifying ana counting the remainder, and furnishing a statement of the votes cast, with specimen ballots and rejected ballots to the Supervisor or Town Assessor and the Town Clerk within twentytour hours after the election. 'Accoiding to this law, therefore, the result oi the election at each polling place in the State was officially reported on Tuesday or Wednesday last, and, of course, made known to the local public. This appears to be a good guarantee against any secret manipulation prior to the action oi the county authorities oi» Tuesday next.

Mitchell to fight in Pitts burg with gloves within three weeks, the winner to take 75 per cent of tbe gro9s receipts. It this proposition is not accepted he will meet either Sullivan or Mitchell with bare knuckles for $1,000 a side, the fight to occur in some far western or southern state. -r
