BLAIN IT a BR8IQNAT10V,
1
An interesting question at. this time relates to the manner In which Blaine escaped from the clutches of the House investigating committee bv securing a seat in tbe senate. Toe dates and the order of tbeir succession are important.
On Saturday. Jane 10th. 1876. the InveHtiguuug OuuiiiiiUee oi t-e ilouae of Bepresentatives formally demanded from Blaine the Mulligan letters, and he refused to surrender them. The next day Sunday, Juoe lltb, he was smitten with tuostroke. Oo Monday, Jans 12th» tbe Investigating Committee met and afij turned for two weeks on account of Mr. Blaine's illness. On Tuesday tbe following telegram wa3 sent:
WASHINGTON,
June 13, 1S76.—Eugene
Hale, Cincinnati, O.: I am entirely con vslescent, suffering onlj from physica weakness. Impress upon my friends the depth of gratitude I feel for the unparal* lelled steadfastness with which th'ey have adhered to me in my bocr of triall
G.
BLAINK.
On Wednesday, June 14th, the^.Republican NationalConvention met at Cincinnati. Oo Friday, June 16th, Hayes was nominated for President, and on the same day Mr. Bristow resigned his position as Secretary of tbe Treasury in General Grant's Cabinet. On Monday evening, Jun? 19th, Mr. Blaine ad dressed from hi* door step a orowd of Hayes ratifiers who called upon him. The folfywing Wednesday, June 21st' Senator (/t M. Morrill, of Maine, was appointed Secretary of the Treasury, but did not at once accept. On Tuesday, June 27th, Blaine left Washington for Augusta, Mr. Morrill being then on visit at Bangor. On Thnrsday, July 6tbMorrill qualified as Secretary o. the Treasury. On Sunday, July 9th, the Governor ot Maine tent tbe following telegram to Washington: To Bon. Milton Saylor, Speaker of tbe
House of Representatives. Having tendered to Hon. James G. Blaine the appointment of Senator in Corgress, he has plac&d in my hands his resignation as Representative from the Third District of Maine, to take effect Monday, July 10th.
SKLDON CONNOR, Governor of Maine:
'1 bis communication was laid before the House by tbe Speaker on Monday. On Tuesday the House Judiciary Com* mitt*e met to continue their investigation ir.to the matter of toe Fort Smith and Llt'le Rock Railway bonds, to., but postponed action so far a9 Mr. Blaise's cooumtioq with it was concerned on account of toe despatches from Mr. Blaine's physician in Augusta, stating that perfect quiet was desirable and perhaps necessary to ensure his re covery. On Wednesday, July 12th, Mi. Blaine's credentials as Senator were presented and plafced on iile. He was now outside the jurisdiction of tbe House. He had found bis "city of refuge."
Wny did not Blaine face tbe charges against bim and secure a vindication from toe House before taking a seat in tbe Senate 1 Every intelligent person knows way, and Mrs. Morrill knows why. She says: "Mr. Blaiae, as he did to mulligan, importuned my husband with tears and entreaties to use his influence to save him^" Does any one doubt the truth of her statement? The proof is positive that Blaine sought the appointment to the Senat§ as the only mean«t of evading an adverse report froia the committee of tbe House. He induced Governor Connor—probably importuned Sim with tears in their eyes, as he did Mulligan and Morrill—to violate his 1 r-nuise to Ex-Governor Chamberlain. It is noticeable that Connor received bis reward by being afterwards appointed to tbe lucrative office of Pension Agent for the State ofMaine which be now holds. Ilow can any one doubt who reads these records and the corroborating evidence furnished by Mrs Morrill that James G. BiaiLe is one of the most unscrupulous, venal and corrupt men who ever participated in public affairs in this country?
THE rand jury of Marion county refused to return an indictment against James Howell, a farmer living near Indianapolis, who shot to scare some thieves stealing tpes in his vinyard and accidentally kityed Samuel T. Hart. This is right and tbe moral of it is: "Keep out ot other people's viayards." Farmere make their living by what they raise and to steal trom them ia the same as to rob a bank or a store and if a fellow gets hurt doing that sort of thing it is his own look out* Fruit thieves are burglars, nothing more or less, and mut take the conse quendes ot their evil doing. ...

of thp youth and
beauty gathered at the Duchess of Richmond's ball in Belgium's capital. There is
telling. In the midst ot life a Czar may be on the threshold of death. Moths have been at work on the slender thread holding the fabled sword Damocles pendent above his head. He is the guest of a people that hate him and his ancestors for the perpetiation of infamous outrages, 'hey may "get in their work on his annointed heal and the civilized world sit down to supper with a biographical sketch of him and an account of his taking off in the afternoon papers as a relish for their evening meal.
Bat about his reception at Warsaw, Here, is what was done: Seven hundred persons were invued to the ball. The Caar, Czarina and Grand Dukts arrived at the ball amid salutes and fireworks, and walked through the ball, bowing to the right and to the left, The Czar conversed at ooasiderable length with the Polish nobles present. Th Cztrina opened the ball with General Uourko, and afterward the Polish and Russian ladies were presented to her Msjestv. Tbe supper-table was decorated with $,000 roses. The city a as more brilliantly illuminated than at any time before. The bridge over the Vistula was fes'ooned with lights, and the river was crowded with boats,^which were brilliant with lights of mauy colors, Tbe palace ia one blaz of light. The evening passed awav without the least disorder. Tbe consuls-general ot Greit Britain, France, Germany and Austria have invited the Cza -to a banquet.
The Doervnik, the ofBctal journal, publishes a judgment approved by tbe Ozar condemning to perpetual txile in Siberia, Baron one, colonel of the Eighteenth Regiment, dragoon*, Col. Soraarschi, of the same regiment, and Col. Sanetaw, of the infantry, convicted of being members 01 tbe secret sooiety. Numerous subofficet and privates of Colonels Renne's and Sanetew's regiments are also Sentenced to transportation, but their names are not published.
Deep te the difficulty of approaching tbe CZ»r, who has been rigidly gttaided, a man succeeded in presenting the Emperor a petition. The Czar was at first visibly sUitled he ordered his carriage stopped and promised to help the suppliant the latter, however, was arrested. There have been 1,000 arrests in connection with the visit of the Czar. The carriage was blocked in its passage by two tram cars, and the Czarina became frightened. The Crar prevented her jumping out the carriage. He then alighted and helped extricate the tram cars. unrecognized.
