PEEPING TOMS AT VIENNA.
The Scandal Created by a Handsome Woman Making Her Tottet. LONDON, Sept. 5.—The public moralists of Vienna have been much shocked at the conduct of Frau Rose, the handsome spouse of Herr Scbaffer, who keei an outfitter's shop in the lower part of his house. The front windows of the residence command the street, while those in the rear look out on a private garden. The lady was summoned before the public authorities, charged with having committed an offense against public decorum and uorality,by appearing in a semi-clad condition at the back windows, where she was observed by the neighbors somewhat under the conditions of Venue rising from the sea. Frau Scbaffer is ssid to be the handsomest woman in Vienna, and the complainants believed that a repetition of the offense would be fatal to the morals of young men in the neighborhood. The defense was that the laay was simply making her toilet with the window open. The judge summed up the case with great deliberation, if," said be, "she had looked out of the front window, the scandal would have been open and public, and an offense against the law would Save been committed, but as she only appeared at the back windows, the case was different." The fair defendant was dismissed with a warning and recommended for the- future to pull down her blinds before commencing her toilet.*'

Post-Dispatch: And now it is proposed to assemble a congress oi experienced dueliists in France co block out a new code of honor whuh will be adapted to the modern conditions of life and doath. We have long felt that a move ment of this sort was tne great want oi the time, and we are glad to see that our French brethren are going seriously to work. It is proposed to divide insults into three classes—mortal, medium and common—the first to be settled with pistols alone, the second with pistols or swords, the third with swordB alone. The.iournalists, with excess of caution, are a unit upou oaving all journalistic insults catalogued in the third class This is as prudent as it is proper, and will bring the duel into so much popularity that it will be a necessity in every household. We feared at first 'hat these Dlood-'hirsty French news paper meu would insist upon taking up the (ialwav code, which would have entirrly ended duelling as a genteel pas time, but they are curbing their san guinary longing for murder, and taey will give us a uode whereby a man may fiirht with satisfaction and without danger. We shall vvatoh the proceed inirsvf the congress with olo*e attention, 'and fire can promise them that it .they will' introduce a few supplementari rules to the code recognizing the brick and the paper weight as weapons, their results will have edct iu two continents.

MURDER MOST FOUL,
As, At Its Best, It Is.
COLDMBOS, Sept. S.—A brutal murder occurred at Colotel Parrot's mansion this morning. James Greener, who has been paying attention to Gretchen Seeling, a beautiful German girl of twenty, became violently jealous of the attentions she was receiving from others.
This morning Greener obtained clandestine entrance to se house and shot twice at her, killing her immediately. Col. Parrot rubbed down the stairs, wheoGreener shot at him but miassd him. They clinched when Greener shot again without effect. He then- hit Parrot on the head with the revolver and fled. Neighbors were aroused and chased Greener on the street and caught and held him until tbe police took him to prison. An inquest on the body of Miss Veiling has been held amid much excitement.

Vincennes Commercial —Y esterday afternoon the several crack *snots of Terre Haute who. a week since, issued a challenge to tbe Vincennes Gun Club, met our boys in Peabody Park and were badly worsted in a series of ball and pigeon matches. Iu the first match, a clay pigeon shoot, at eighteen yards rise, the home team hit 56 birds while the visitors only got 48. In the double bird clay pigeoc match the Hautentots turned the tables on our boys, scoring 80 hits to the hom& team's In the glass ball match, ten shots, Vincennes downed Terre Haute by seven, getting 44 hits.
The Executive Committee of the National Greenback party of this county has issued a call for a county convention to be held at the court bouse in this oity at 10 o'clock Saturday. September 20th. A full cout.ty ticket will be placed in the field. Each ward and township will be represented' by seven delegates. The call says: "An invitation is extended to all who will support General Butler in his present canvass in combining all the elements that are in favor of a party of the people, by the people and for the people."
In Sunday morniog?s Express it Was significauily repotted that Mr. James S. Whitlock, of Prairieton township, "who had been a candidate for the Legislature at tbe late Democratic county convention," had occupied a position on tbe platform while Frank C. Danaldson was expounding Republican doctrine down there and that he had eirnusiasticn'iy applauaed the speaker. The inference to bs drawn was that Mr. Danaldson had converted Mr. Whitlock and tbat he hsd gone over "body, boots an»l breeches," to tbe enemy. Mr. Whitlock spoils the inference, however, by writinu up here tbat he isgreatlv amused by the ouijlica ti on and that there is nothing in it.
