To the Editor of the GAZKTTK: Thinking that perhaps you had not been appraised in time to send a special reporter to write up for your readers the great three days feast in this city in celebration of the Mexican Central railroad, the last rail of which was laid near this point on last Baturday connecting the City of Mexico with the railroad systems of the United Slates, I make so b«ld as to send you some notes, which should you deem of sufficient interest, you can publish.

This is a city containing from sixtyfive to seventy thousand inhabitants Situated about live hundred miles north ot the City ot Mexico on the summit ot the Sierra Madres at an elevation of over 9,000 feet, and with the finest climate. The citizens and government have been engaged tor some time preparing lor this grand festival which was to mark one of the most important events the hi8t®ry of this remarkable country Hundreds of poles 30 feet in height bad been set all along the streets through which the procession was to move. From the tops of these poles were hung long streamers of the Natiional colors and atjjuight were suspended hoops with about 40 colored lanterns.

At the junction of two of the principal streets was a magnificent quadrilatoral triumphal arch forty five feet in height which was a mo^t beautiful work oi art. Then the houses and buildings throughout the city were most profusely decorated, which combined with the picturesque and brightly colored dress of the people had a bewildering effect on one not accustomed to this country and made me feel as if I was in dreamland or Vanity Fair. At the Alameda, which is like a park, nearly a half mile in length, with four walks thirty feet in width, with rows of gbeautitul tree: fountains, shrubs and_ flowers between, the decorations were

and of the most extensive and popular kind, that made any decorations I had ever seen in our country seem insignificant. At one end was erected a vast canopy where the speaking and exercises were held.

The average Mexican has a capacity and genius for festivities that is surpris ing to us Americans. At such times the people here seem to be in their natural element and condition whereas, 1 think our people in the states never seem so lost and forlorn, as on a public holiday, and you oiten hear people congratulating themselves that the Fourth of July or Christmas comes but once a year, and well they may, for I believe but few would survive a three days least.

On Sunday, the 9th, the grand jubilee was ushered in at daylight by the riDging of all the bells in the city and salvos of artillery. Oae thing I notice here is that the Is ells have a sweet melodious sound greatly in contrast to the harsh grating noise of even our best bells in the states. I do not know whether it is attributable to the presence ot silver in them er not, but I am sure that the sweet bells of Shandon, were not more musical than these of Zacatecas. At ten o'clock was the grand procession, which was great extent and of which I can only briefly mention a few of the leading laatures. First were

FOUR HUNDRED ORPHAN BOTS in neat blue uniforms. Tbese boys belong to and are educated and cared for by the state in a very fine institution for them here* They were headed by a brais band, of their own numbers, that played very finely. Next came one of the most elegant cars I ever saw. It was drawn by men. In the front of this was a large picture wreathed in flower of Hidalgo (the Washington ot Mexico). On a dai9 sat a handsome senorita, dressed as Minerva, with a helmet on her head, a large owl at her side, and a globe representing the world at her feet.

To give you an idea of the magnificence oi this car, I may say it was draped in velvet of royal purple color and fringed with gold bullion. Then came a large car which represented a silver mine with miners at work and a pedestal on it of pure silver which is ofablu ish gray, after the amalgam is burned as they do itjiu their treatment of ores here. This mountain of silver was about 12 f?et long and five or six in heighth and contained many thousands of dollars worth of metal. On it was a miniature shaft, and tunnel also a malacate tor hoisting ores out of the mine. Men and boye were drilling, breaking ores and doing the usual work about a mine. After this came an army of miners from the various mines of which there is a great number here, and each mine had its banner and hey were beautiful in design and work manship, being embroidered in silver and on the richest satins and velvets There art- from 15,000 TO 20,000 MINERS HEHE and it looked to me as though they were all in procession.

combat, one atter another, to the seeming great delight cf the spectators and the glory of the bull fighters. It is a cruel sport and not to my taste, hut I think it quite as elevating to the moral nature as the slugging matches that draw such crowds in the best cities in our country. In the evening was a grand illumination that surpassed anything of the kind I ever saw, particularly in the Alameda when thousand of lights blazed and tens, ot thousands of colored lanterns were suspended. There is no danger of burning down a Mexican town and tires and lights blazed from nearly every roof Oc Monday morning the first mineral exposition of Zacatecas was formerly'opened by the governor and his staff with speeches, music and he thunder ef artillery. The exhibition of silver ©res is rich beyond the belief of one not familiar with Mexican mines.

This place is the RICHEST MINERAL DISTRICT TIIAT HAS EVER BEEN KNOWN in the world. There has been coined here from the mines upwards of one thousand millions of silver dollars, and the people have never complained that they did nos have a place to put them In the evening there was a grand concert, and after that a brilliant display of fire works accompanied by more artillery practice, which lasted until midnight. -..C. MEXICAN VETERANS.

A Permanent Organization Going to be Effected. From Friday's Dally.

A meeting of Mexican war veterans was held last night at the city hall building. Dr. Hyde was elected President and J. B. Hughes secretary. Judge Carlton made a short speech. Resolutions were adopted as follows:

Resolved, That the House of Representatives ot the Congress of the United States is entitled to the thanks and gratitude of the Mexican veterans for the passage through the House of the bill tar pensioning tbe surviving soldiers of the Mexican war.

Resolved, That tbe Senators in Congtess trom the State of Indiana are respectfully requested to use their votes and influence in favor of tbe passage of said bill.

Resolved, That the secretary of the meeting transmit a copy ot these resolutions to each of the Senators.and Representatives 1c Congress from the State of Indiana.

A committee was appointed to draft constitution and by-laws for a permanent organization, and tbe meeting adjourned to meet next Thursday evening.

This morning Lizzie A. Conant and Ossian A. Conant, whft are doing milling business under the firai name of Conant & Sen, sued J. A. Parker & Co., proprietors ot the Eagle Iron Works, for mages, cancellation ot certain notes and un order restraining the defendants from negotiating or transferring the notes until the final determination of the suit. Conant & Sen allege that in June, 1S83, tbey entered into a contract with Parker & Co., by the terms of which the defendants were to furnish them machinery guaranteed to have a capacity for making one hundred barrels of flour per 34 hours, for which they were to receive $9,000. Plaintiffs allege that the machinery is not of the kind, quality or capacity agreed upon, that its capacity does net exceed sixty barrels per twenty-four hours, and that its actual worth is not more than $2,500. Plaintiff sues lor $10,(.03 damages. The court granted a temporary order to continue till April 8th restraining Messrs. Parker Irom transferring or negotiating the notes. Plaintiffs counsel are T. B. Long, Davis & Davis and McNutt & McNutl.
