A specisl dispatch Iran Washington detsils an episode of the all night of the Hoosft on Tuesday in which the representative from this district bon a pvt. The wport says: "The all night scenes wen not dramatic, save for one episode. A member had been brought in, and motion to fine him was made by Mr. John E. Lamb, of Indiana. In support of it he madeaspeeoh which wsrmty excoriated his colleague, Mr. Top Browne, it is well wrauy of being quoted. He said: "Mr. Speaker: 1 have listened to my colleague from Indiana (Mr. Browne) with eomewhat ot surprise. He arose to oppoee the motion which I have msde yk every word that he uttend was a word whidi shewed that the motion ought to be adopted. HeStated that the proceedings connected with the call of the House, whenever such a oall has been hsd, have become a farce in the eyes of every member. It is for this reason, Mr. Speaker, and tor this alono—for I|had no unkind feeling toward the from Pennsylvania—that I maae my motion. What Is the esse this evening, or tather this morning, for it is now nearly two o'clock? For mon than seven hours the majority of this House hes been attempting not to obtain recognition of the rights ef the soldiers of the Mexican War, but to have a day fixed when thoee men who have in yeen gone by battled for the best part off the oountry which we now own can have a hearing and the gentlaman who has just taken his seat (Mr. Browne) was the man of all others who led the movement on this floor to defraud tho#e men of the rights which they

JL to have. stated how thia question came hen. I stated that the gentleman from Indiana was the first of all others who oaused the fhrcteal proceedings,' as be calls them, which have taken place on this floor, and the responsibility for which he now triee to shoulder upon somebody else. Other gentlemen have come hew and have tendered excuses for abeenting themselvse but when the gentleman frOm Fennajrvania took his place at the bar of the Bouse he admitted, when he wss questioned, that he was hen when this subject first came up he took part in the filibustering movement of his side of this House that he did what waa in his power to prevent a vote being taken and when the House waste such a situation that he did not believe a vote oould be taken, he put on his cost and hat and left the House. And then he comee baek hen, without a wold ot logv tot having kept the House in seasloir until two o'clock in the morning. Therefore it was that I asked this Houss to set an example, and put a atop to the Yanical proceedings' that my colleague from Indiana says have for so long a time disgraoed this House, and brought it into contempt befon country.. "I am glad the people of the oountry an not hew to witness the proceedings that have gone on to-night. I,, tor one, am willing to give my vote new to make a record hen which will in the fntun deter every member upon any ride of the House from conduct whioh may bring this Congress into contempt in tite

any man within the length and this land. [Applause]. And I trast

ot that the Democratic sidie ot this House will set an example wbioh has never been, set batoee, to teach members ot the House that their place ia hen, unless, under the rales, they an excused.".

While he wis in the midi this touching invocation, he said the heavy head of the Deputy Seraant-at-Armfl was4aid upon bis new silk hat,
