There were so many defects in. the bankrupt law of 1867 that its repeal was clamored for by the public. Since that the -'assignee'' system of compounding with creditors has been practiced. That very witty and pungent paper, Puck, in a recent number illustrated the chief abuse of this system which permits the "preferred creditors" outrage. The aber objections are the exorbitant assig IKes fees and the tedious delay, ihfe strongest incentive to drawing the jmat^ ter out being given by the system.
GAZETTE
prints the fol
lowing written by Morris S. Wise in explanation of the proposed Lowell Bill: "The interesting and valuable features of this Bill will be apparent on inspec* tijn it overcomes the objectionable features of the late Act of 1807, and it has been most careit ily drawn to avoid many of the intolerable evils which exist ted uuder the former law and which led to its repeal.
For instance: the abolition of the fee system of remunerating officials and their compensation by the payment of salaries, will cause the expedition of the proceedings which were formerly delayed intentionally to enable the officers in charge to Enhance their fee bills.
The powers of, the cojnmissiotiers acting as ancillary judge^'have be enlarged for the accofauiodatibh and protection of suiters, especially in sparsely settled districts and in those district & where the business does not warrant the maintaining of (xtra court machinery, the judga himself will perform the labor of the commissioner

expeditiously, and the estate must be wound up more rapidly than before. No expenses can he incurred save by sanction of a committee ef direction elected by the creditors.
The entire proceedings are placed under the watchful care ot a new salhri* ed officer, termed a supervisor, whose duty it is made to guard the interests of all concerned by detecting wrong doing or omission of duty, and reporting the same.
The composition clause may be studir ed with profit, and it will be fouud td jcimtuin many novel and highly just, as well as practical arr$agem*nts, all tendif to protect the rights of creditors as well as of honest debtors
Discharges canufit be obtained in the jeasy, slipshod fashion that chaiauteriK1 ed them under the farmer law, and the section devoted to crimes and their pun* ishment has been framed to successfully overcome the constitutional object tions urged against the former provisions on the subject.

An attorney in this city who has studied the provisions of the bill gives the
the following points:
UNSEENl A supervisor on a #1,000 salary from the government will be appointed in |1 each congressional district, the fee sys tem being entirely abolised.
Commissioners will take the plan of the old registers. If there be ndt enough busiues6 in any district, the duty may be pertormed by the judge.
The trustees are chosen by the greater part of value and,not less than one third of the -number of the creditors aud are paid by au allowance from the creditors They take the place of the present as signees.
In case the estate is ofless value than $1,000 or the creditors ask it the commissioner^ may act as trustees.
Any preference of a creditor within six months previous to bankruptcy is void
The expense to the government through salaries is met by the advance pavinent made oy the bankrupt. a

Now, Criss & Co., at their mammoth secondhand store, on the southwest corner cf Third and Cherry, claim to do this very thing. They assert and they ask the citizens oi Terre Haute io call and see if it is not so, that they have a large stock of second-hand and new heating and cookstoves. They further assert that the „are offering these stoves at prices considerably lower than they can be purchased elsewhere. What is more, if you have a stove that is out of order or does not suit you they will allow you a

result of this system is that they are enabled to offer great bargains to poor as well as rich enabling both to get what they want at the lowest prices and all tt get rid of what they have no use for any longer.
