At 12 o'clock, Clerk McPheRon rapped the House to order, and proceeded to call the roll of Representatives.

When the state of Mississippi had been reached, the clerk said he wished to make a statement as to his failure to pot upon the roll the name of any Representativeelect from the Second district. His reason -was that no paper which could be considered a certificate of election in the sense of the law had been presented to him. Chalmers had filed four exhibits in support of his claim, but neither individually, nor collectively did the exhibits afford the clerk sufficient authority tor the enrollment of Chalmers. If the Governor ot Mississippi issued election to anyone, it has not been presented to the clerk.

In regard to the First district ot North Carolina, the clerk had not received the certificate of the successor of Poole, deceased.

The roll call disclosed 816 member*. The nomination of Speaker being in order, Oeddes said: "I nominate for Speaker of this House for the Fortyeighth Congress, Carlisle of Ketucky a man acknowledged pre-eminently qualified for the place."
