What the-Government Snag boat has -.-Been Dotng and its Plan for .. tbe Summer.

In conversation, yesterday, with an officer of the government snag boat, now lying at the foot ot Waluut street, it was learned tha! that craft would commence work Dtxt Monday. Considerable ininrove ments have been made on the boat since it was here last season, having only arrived a couple of weeks since from the dry docks at Louisville when a new bottom was added to her hull. The ent.re craft is composed oi two separate boats. The Osseo which is the propeller, and the other the Owen a is used to draw out the snag? The latter is non-propelling and the Osseo is coupled onto the rear, and tows the other boat any place through the river. The skull boat, as the Owena is termed, has been furnished with anew derrick of the latest proved pattern for tbe hoisting of sna im Th° improve ments made cost over $100 .03g.'

There are seventeen persons connected with th- boat, all told, aud are as fellows: W. M. Cooper, captain W. S Porter, pilot 0. P. Wilder, clerk Hutchinson, engineer: Wm. Hughey, striker Chas. H. Graff, engineer of scull John Hutchinson, fireman D. J. Roussaa, watchman John Rief, cook and Cooper, cabin boy. Thtse together with six fore-castle men constitute the entire crew. They take a large supply of provisions with them and are furnished rations on the boat.

The Osseo last week deposited 2,000 bushels of coal between Sycamore Bend and Vincences and this week is depositing about the same amount between this city aDd Sycamore Beud. This is for use. while working alonn the river and will save the time of going alter a barge of coal every other day.

It is their purpose when they begin work to commence here and continue •adually down the river to Vinoennes, terminus of the district given this boat. The stage of the river at present is too high to make any headway and the majority of the snJg8 are hid from view beneath the waters. Tbe captain of the boat has been instructed to pull and clear away all obstacles as may be requested by the trade along the river. This boat is only three years old and good as new. The machinery is all ol the latest improved pattern.

A* yet no decided improvement in the channel of tbe river has been made with the $75,000 appropriated by tbe government and it is now high time some efficient work was being done.

Prof. Smart was born in Center Harbor, N. June 81, 1841. when he was twelve years old he began to support and educate himsell, and graduated at the Ooncord hig-school. He taught school in his native State tor several years and became prominently known in educational circles, being one of the editors of the New Hampshire Journal of EducationIn 1868 he removed to Toledo, where he taught in the hign.school, and two years 1-iter was chosen superintendent of the Fort W syne schools, and was unanimous ly re-elected to that position for nine succeeding years. In 1874 he was elected State Superintendent of Public Instruction, and was«twice re-elected to the same position, which he filled with marked ability. In 1878, he was appointed by the President as one of the commissioners of Indiana to the Paris Exposition, and in 1880 was elected president of the National Teachers' As-r sociation at Chautauqua, N. Y. Since bis retminent from the superintendency, be has acted as agent for Indiana of the publishing house of D. Appleton & Co., o! New York. He is one of the bestknown and most competent educators in tbe State, and his appointment will give genera] satisfaction.

From tbe reports of Supreme Court decisions in the Indianupolis Sentinel is found the following, which disposes of a case that has been iD court for years and which interests vitally the property holders on whose behalf the suit was institued: "ABUTTING LOT OWNER —EJECTMENT. 8,922. T, H. and S. E. Railway Com pany vs. John b. Roedel. Vigo C. C. x.llj'jit, J—Ou petition for rehearing. The property is specifically described in complaint, and the description is followed by the statement "that the said real estate abuts on First street in the city of Terre Hau'.e, and the defendant unlawfully and without right has taken possession of said First street" The owner of a lot abutting on a street owns the tee tothe middle of the street. The complaint is good (9 Ind., 467 3 Wash. R. P, 4th ed 429 11 Gray, 283 13 -Allen. 146.) The lot owner is not estopped from maintaining an actiou of ejectment because he doe3 not forbid the occupancy of the street by a railroad company. There is no element of estopped in such a caso.
