PANAMA, Si arch 27—Severe and con tinuous rioting has taken place along the line of the canal works, originating in the race hatred between the Jamaicans and Carthagenians. Some twenty of the former have been massacred and the Government finds itself unable to restore order. Arms are being indiscriminately purchased and as no work is going on, and as there are about 8,000 men drinking ireely, serious trouble is anticipated. The Isthmus is being rapidly overrun by the aregs of all nations. De Lesseps leaves the Isthmus to-day for New York. He insists that the canal will be finished in 1888.
