OnldiNNATi, February 15.~*At .-qfce o'clock this morning the people in tbe vicinity of No. 50 Welstach street, on "tbe border of Ibe inundate district in tbe western part of the city, were startled toy aloud explosion which broke tbe glass, in the windows. A. three story brick building, occupied by four families lum-bering-seventeen people,, was found in ruins from &u explosion through fire damp or sewer gas in the cellar, and all the.people were buried in the debrve A scene of terror followed. It was supposed that the explosion was caused by the pressure of wa'er in the sewer and the people thought another explosion would follow. Many left their houses in utmost alarm

Trains on the Panhandle Again changed route this morning, starting lrom the stock yards station and going thence by the Cincinnati, Washington & Baltimore road to Loveland, where their own traek is reached. A large quantity of £asteroi mail was sent out that way tc-day. Cou-| siderablc Western mail was also sent from tbe stock yards^tation to.Columbus, and thence West. JTo mail has been sent wn the river route between Cincinnati and Portsmouth since Saturday last.
The Ciucinnati, Hamilton & Dayton arranged to send trains also from the stock yards station, reaching its own track at Winter Place. They haste been able to repair the washout and -secure the bridge so that they expect to leave tonight fmna their own depot, and this mutt be uncertain unless the water falls. J^one of these lines receive or forward fre'jrM, but express companies carry such freiglri as is offered. The service taxes beavily their transportation facilities, owin'^ to {he long haul.

THE WORK OF BELIEF
goes on with energy. Not only is the general committee, representing Chamber of Commerce aid, and the common council disbursing aid with a liberal hand, but the Masonic relief organization is doing fine work, having called in volunteers to act as oarsmen for their boats which were received from Cleveland, Sandusky and Toledo. They have established relief stations in various parts -of tbe city. BesideMhis, the women of all Protestant churches are collecting bedding and clothing and doing sewing for the benefit of the general relief com mittee.
All the Catholic "churches have been thrown o|en for sleeping places for such homeless {tenons as may be sent by the general committee. At midnight the water is reported as STILL RISIAA at the rate of one inch an hour, and fears are entertained that it will get into the prison to-morrow. To night persons who took temporary refmge in the second stories of their houses are moving their families and effects to more secure places, and there are not nearly enough boats to supply the demand.
ABSBVCB OF CRIME.
There is still the most gratifying absence of crime. It was expected burglaries and highway robberies would abound on account of the general unprotected state of property in the flooded district, and the darkness. These ex{Mctations have not been realized. There have been fewer airests the past five days than at any similar time in the month, and no reports of crime have reached the police. Nearly everybody wears a fatigued look. This has been a season of hard work and great anxiety to a large portion of the population of the city.

Terre Haute Lodge No. 19 and Terre Haute Chapter No. 11 this merning telegraphed fifty dollars to S. 8. Johnson at Jeffersonville, as a contribution frora these two orders towards the relief of Masonic sufferers from the flood in^ tha^ unfortunate city.

CONTRIBUTIONS.
CINCINNATI, Feb. 15.—Among the contributions from abroad to-day are George William Ballou, New York, $500 Ephus Smith & Co., New York, $250 Frank & Co., New York. $100 Wardlow, Thomas AC., Middletown, Ohio, $180. The citizens of Hamilton will send donations of food and clothing. More school houses have been opened for lodgers, and male principals have been required to attend and perform such duty as required.
At a meeting of the Masonic relief com mittee, a-subscription of $5,000 was reported. They propose to extend the aid up and down the river where suffering exists. Any relief sent to tbe headquarters at Masonic Temple will be carefullj distributed by the Masonic committee, in connection with other charitable organizations, tp all suffere rs from the flood, irrespective of color or religion. The Masonic Relief Association telegraphed to-day the acceptance of the tender of services of tbe lite saving crew and apparatus stationed here. Captain Goodwin and life crew with life boats will start this afternoon. A general meetingof Cleveland Masons will beheld to-morrow, to raise a fund for immediate relief of the brethren along the Ohio river suffering by reasop of the great flood.
The Cuyahoga river here is rising and in places has already overflowed the banks, threatening to inundate some of the district recently flooded. There is a dense fog and light rain this morning.
RELIEF FROM CHICAGO.
CHICAGO, III., Feb. 15.—Relief committees of tbe Board of Trade have raised $4,000 for the relief of the Ohio flood sufferers.

A Team Belonging to Jackson Stepp Runs Away This Morning.
This morning about half past nine o'clock the shrill whistle of an I. & St. L. switch engine frightened a team ef horses belonging to ex-Sheriff Jackson Stepp, tied to a post near the freight depot, corner of Fourth street and the I. & St. L. railroad. A sudden plunge broke their fastenings leaving them free to make their way down Fourth street at a Maud S. gait. They were hitched to an express Wagon, the rear half of which be eame detached at the crossing of the Vandalia railroad. The load being thus lightened the sprightly team quickened their pace until reaching the corner of Fourth and Mulberry, when they collided with a lamp post, each horse aiming to take his choice of sides with disastrous results.
Both horses were seriously injured, one probably fatally It was lucky that no one was in ihe wagon at the time Tbe team was a most valuable one, one known all over town as having bsen used on such occasions as was necessary while Mr. Stepp was sheriff.

Last evening Miss Jennie Stfnaon 243 south Ninth street, died of typhoid fever after a lingpring illness of sixteen weeks. She was in her nineteenth year, loved and respected by all who knew her. Her parents have the sympathy of a large number of frien.ls in their sad bereavement.
