PROTECTION TO FARMERS. \«st3rday's
Gazette
The protection is of a doubtful character and the injury to business of a legitimate nature a very serious one. At present promissory notes are, like inland bills of exchange, if made payable in bank, negotiable before maturity without the drawer's knowledge, and no defense can be set up that value was not received, unless the note was forged or was obtained by duress. A large number of farmers have been swindled by patent right speculators into signing notes for worthless staff, and these notes have been sold before maturity to honest persons for consideration. Of coursc the farmers have been compelled to pay all notes, if genuine, which were negotiated in that way.
The new law proposes to take from promissory notes their currency value by dertroying the opportunity for safe nego--s -'aTf tiation.
The kidianapolis News which strenuously opposes the bill says: "It would reduce the medium of exchange by contracting it to a degree np one can easily foretell, make money tight and paralyze loans. Thess are the considerations of civilization which operate Against this measure. The consider* tions of public morals which operate against it are, that it is an encouragement of gambling, which, without any such intention on the part ot the supporters of thia measure, is its moving impulse. To its supporters it comes in the paternalistic and pernicious guise of "pro tection," an idea, which, flowing from the national policy of protecting individuals and clasdes, is corrupting the whole theory of self-government and reducing the people to the condition of Chinese helplessness that neither thinks nor acts for itself. Farmers caught with a greed of gain by some slick-tongued talker, buy patent rights in the expectation of making fortunes out of them. In the majority of cases greed has overreaehed judgment and they find that lika the son of the ''Vicar of Wakafield," they have traded their horses for a lot of green spectacles. becitity or worse, by declaring that every promise to pay money, no matter ho.w honestly and for what bona fide consideration it may have come into the hands of a third party, shall be liable to be pronounced worthless, and the third party be held to pay for the folly of the first. Herbert Spacer says, "The ultimate result of shielding men from the effectsot their folly is to fill the world with fools."

dispatch says: The steamer Gem left this port this morning loaded with hay and other freight for Port Gamble,

and Union City. Four passengers called at Port Madison in the afternoon and started for Port Gamble. When five miles outsmoke was observed comingfrom the hay. A boat was headed tor the Bhore. A life boat was got into the water, but in three minutes was adrift. All but the extreme foreward part of the boat was amass of flames.
The Chinese cook and two deck hands shoved the remaining boat into the water. They jumped for it, f£ll into the water, and were drowned. T. C. Vickery, passenger, a teacher at Skohomish, Indian Reservation, cried to his wife to follow him and he would save her, and plunged into the sound and was drowned. His wife followed him and sunk in a moment. The deck hands lost were George Gowan and E. Raybaek, and they, with Vickery and wife and the Chinese cook, complete the list of those drowned.
Captain Williamson anchored and kept the craft's head to the wind. He Kopt the bow free lrom the fire and themselves safe until taken off by boats .'from the shore two miles distant.
The Gem was a steru-wheeler, of fiftyeight tons, and. belonged to Joha MuCree & Co., ot' Union City. It was valued at $0,000. Theri^Wfts no,insuranfte,on the vessel or the cargo. ,—

Peter New, a former resident of Atna, was killed, together with five other men at 7 o'clock this morning, by a boiler explosion in a tile factory at Taylorvilie, Ills., and Henry New, nephew of Peter, is in a dying condition.

About 11 o'clock to-night an excited crowd chiefly of colored men some masks, gathered at the jail and demanded the prisoner. The sheriff had prepared for the emergency and warned them away but the glamorous throng pushed forward and forced open the door ot the building. The sheriff struck the foremost man ove/ the head and then the mob opened fire to whioh the sheriff and his deputies replied and a general fusilade ensued. The front windows and doors of the building were perforated with shot. Ed Long, son of the sheriff, received a buckshot wound in the arm and Jo«. McGrew, colored, was shot through the head and instantly killed. Two other colored men received serious wounds. Several others were slightly injured in the cheek. The mob then retreated and without further effort to obtain possession of the prisoner, dis-

There are no new developements in the search for the fugitive prisoners. Sheriff Cleary yesterday removed Turnkey Wright, whose negligence in leaving the outer door unlocked gave the prisoners a chance to escape. He has been replaced by Dennis Hays, who is well and'favorably known as a former proprietoi ofa cigar stand and £till later as a driver for the American Express company
Postal cards on which is printed the following have been sent to the authorities of otber cities: "$100 reward for the itrest and delivery to me of the following named parties who escaped from jail February 7th, 1883, or $25 for either of them. George Dale, age about 42 years, hair mixed with gray, weight about 195 pounds about 5 feet 10 inches high, dark mustache and goatee cut short, a little bow-legged, wore shoes and a woolen shirt, followed huckstering, charged with larceny.
Also two brothers, Henry and ChaVles Harrington. Charles is "smooth-faced, about 19 years old, slim built, light complexion, auburn hair, weight about' 140 pounds. About 5 feet 10 inches in height.
Henry is about 21 years old,'very small mustache, dai brown, weighs about 145 about 5 feet 8 inches in height, a little stoop shouldered, dark hair, generally to be found about saloons, is a good- pool player, both look very much alike, charged with larceny.

The plan Mr. Hays has advanced for feeding the prisoners is as follows: Be fore the door of the cage is unlocked the prisoners must enter their cells, and then 4he bolts will be sboven forward from the out side and all the cells locked simultaneously. Then the jurnkey wifT open the door, place the food inside lock the door again and then draw back the bolts fastening the ells, allowing the prisoners to come out in the corridor again. This is certainly the best plan so far as precaution goes that has yet been broached. On that plan it would simply be impossible for a prisoner to get away.

Ahlbrink Captured.
George Ahlbrink, the young German who gpt away from Chief of police Vantlever while the latter bad him under arrest, w^as captured at Indianapolis and broujeht to this city last night. He is now ia the county jail. He is good for a sentence in the peaiUnliary.

Ben Blanchard, physically speaking, is not a big man, but as an agent of Western lands he is a "doxsolager." He has not been in the real estate business quite three years yet but during this time he says he has sold over 40,000 acres of land to emmigrants whom be has taken to that region. The (Sazbtteventures to say that no man in the limited states can say as much. He is business from the time he gets up till the time he goes to bed which accounts for his big success. In a short time he will open up a fine office in the room formerly pccupied by the 1. & St. L. office on Main street.

special says: Last night about 11 o'clock Maud Bennings, a little colored girl nine years old was found lying upon the ground in the suburbs of the city insensible, stripped of most of her clothing, bruised and mangled in a terrible manner and evidently the victim of a hellish crime. The child's aTms and legs were frozen stiff. About 11 o'clock to-day she became conscious and told a story of fiendish treatment which she had suffered. She had been sent upon an errand early in the evening and on her return about 8 o'clock she was seized by Henry Smith, a notorious negro, carried to a. stable cfrok'qd and ravished ancl then carried some distance and thrown upon the street apparently left for dead. Smith was ar rested and taken to jail. The child's father, procuring a shot gun followed and attempted to shoot the fiend but was prevented by the bystanders.
