A. CABINET COUNCIL ON GUITKATJ. WA8HINGION, June 24.—The cabinet today considered the mailer of the application for a respite ol Guiteau, and this evening had a special session upon the subject. At the evening sitling Attorney general Brewster submitted his opinion upon the petition for reprieve. After a conference lasting an hour and a quarter, a decision was reached, and the Attorneygeneral was instructed to reduce the same to writing preparatory to its public announcement. It was decided not to make public the purport of the decision in advance of th^ formal announcement through the Attorney general to-morrow. Every member of of the cab« inet wu3 visited this evening, but all declined toiutimatc whal the"decision will be. All aorts of rumors are current, some to the effect that the cabioet had unanimously advised against any exercise of executive clemency another rumor attributed to Judge Gray, of the Supreme Couit, the opinion 'hat Guiteau was insane which opinion had influenced the cabinet to advise a reprieve and still another, which was accepted by many, was to the effect that the Attorney-general had submitted an opinion adverse to Guiteau, but that the cabinet decided against it, and advised a rcprive for two weeks, to allow time for a commission of disinterested experts to pass upon the mental condition of Guiteau. Whatever decision was arrived at by the cabinet no one outside the President aud his advisers stems to know what it it is ..1

Guiteau'^ council used every endeavor to learn the decision, but without success. At midnight hrc stated that the only grain of comfort he nad received was from a member of the cabinet, who said to him. "I cannot tell you whether the decision is for you or against you I can only say that while there is life there is hope."

At a late hour to-night, council telegraphed President Arthut: "In the name of justice and humanity, if your decision is adverse to my client, do not permit it to be promulgated until can have a hew ing b' lurn canint

WASHINGTON, June 24.—The cabinet deeided not to interfere with the sentence of Uurtt.au and the attorney-general thij morning instructed the mar^nal of the District and warden of the jail to ke#p the priSoncr in strict confinement ant^ allow no one to sec him except his spiritual ^lvisors, his physician and the officers of tne jail. The attorney-general, to whom all the appeals and petitions presented to the President bearing on the Guiteau case had been refused, submitted an elaborate

report to the cabinet last evening reviewing all the points presented in favor of a respite and recommending that it be not granted on the ground that the sanity of the prisoner had been fully established at the trial. The report was generally dtacussed and unanimously approved by the cabinet, all the members of which were present An understanding was reached that npthing should be disclosed as to the decision of the cabinet until after it I should be made known to the prisoner

Rev. Mr Hicks called upon the Attorney General this morning by appointment and was informed tnat the 'cabinet had decided not to interfere with the execution of Guiteau's sentence. Hicks thereupon drove to the district jail and informed Guiteau of the decision. Guiteau has sent the following message to his ?spiritual adviser, Rev. VA, June 23.—The Republican convention ofthe Seventeenth Ohio district, which metal St Clairsville, on Wednesday, adjourned sine die at 4 o'clock this afternoon, without teaching a nomination. Three hundred and sev-enty-six ballots were taken, the vote standing at the close: J. T. CpdegrafF 76, J. D.Taylor 41. J. C. Ilollingsworth 45. A set of resolutions was adopted to govern future conventions in the district, doing away with the unit plan of selecting delegates from a county.

He was attending to business as usual this morning, a ad was at the Pittsburg depot gathering items for his paper. He returned to his house, went up stairs to his sleeping room, took a loaded revolver in his right hand and killed himself, as above stated. On a table in the front room were found hia pocketbook, sorce money, papers, and a card, upon which was written with a pencil "My Dear Wife and Boy—May bless you! Good-bye. TOM."

Deceased was horn in Hocking county, Ohio, in 1S47, came to this couBty some years ago and engaged in the newspaper business. He published the Monroeville Democrat, subsequently the NewHaven Palladium, and, duriug the past three years, the Fori Wayne Journal. He was a member of the Democratic party, and was elected to the Genera! Assembly of Indiana. At the time of his dearh he was State senator from this county. He leaves ao amiable wife, nearly his own age, and a bright little boy, eleven years old. No cause is assigned for the terrible deed, Except partial insanity from a too free use of spiritous liquors during the past few days, aud disappointment at the result of the Democratic county convention, «nme of the nominees not being the c..oice of deceased.

He was born in Hancock county Ohio, Mac.b 12, 1849, and was consequently but thirty-years of age. He leaves a ife undone child. This makes two vac^uicies in the senate to be filled this fall

SI': LOUIS, Mo, June 21.—Diipalctes say that the country along the line of the Chicago, Burlington and Quincy railroad, from Rock Island south to Buahnell, a distance of one hundred miles, was deluged last night by the mr.st disastrous rain storm of the season. Some of the streams rose fifteen feet, and a number of farms were flooded and much property destroyed or damaged. A railroad bridge over Negro creek, near Georgetown, was car iedaway. ,,

Anderson Singleton, Luanda Teasdale, Abraham Anderson and Boston Singletarry, all colored, were hanged at KingsStreet, S C, yesterday. 'I he Srst two were ccnvictcd of the murder ot Phoebe Teasdale, wife of Anderson Singleton. Siugleton and Anderson were convicted of robbery.

A planing mill burned yesterday, with two hundred feet of railroad tiack, four cars and two dwellings. Loss, $70,000.

An eating house at Liberty, inr burned yesterday, also large hotel and adjoining buildings. The entire block is in danger. Total loss, $80.000, partially insured. A number of occupants were injured but none fa'ally.

The Iowa Storm.

CEDAR R\PID, Iowa, June 24.—The wires being down a Republican reporter visited Independence and gleaned the following particulars of the storm »1 Tbursdry evening: It was a hurricane, not a tornado storm that swept over an erea of 200 miles in width. Some damage to buildings was done at Walker and .Rowley also as far north as Delwein. ^The centre of the greatest forcc and destructiveness was- at Independence. The storm broke in its greatest fury about 5 p. M., blowing from the northwest a straight wind withoutthe tornado funnel. In a few minutes property was destroyed valued at $150,000. Two 1 ives were lost. Ten per?ons were injured, two of them dangerously. The killed were: W. Horen, aecd eighteen'"and Albert Ripke, eleven. The fomiet was killed by the moving of a house on its foundation as he was going to the cellar. The latter was crushed by the falling roof of a house as he was leaving it in fright. Killed a Sewing Machine Agent. CARIO, Ills., June 24.—At Belmont, Mo,last night a sewing machine agent by the name of Gardner was shot and fatally wounded by a man named Kilgour. The difficulty was out of family affairs. Gardner died this morning Kilgour escaped.
