Text of the Government's Repression Bill.

Masa Meeting in New York to Denounce the Assassinations.

May 12.—Iu the Commons

last night the discussion on the repression bill was very spirited. Dillon said tile assassination did not rest on Irish history, but on Forster, and if the government sent out another man to carry nut a policy similar to the one under which Forster acted, such an accursed act would again sully the pages of history.

Ilealy said the bill aimed at giving hanging powers to three judges on any evidence that could be trumped up.

The News says it is probable that Gladstone will shortly resign the Chancellorship of the Exchequer.

PROVISIONS OF THE BILL.

The bill provides that in those places where ordinary law is not observed special tribunals consisting of three judges be appointed by the Lord Lieutenant to try capes without a jury. The judgment court mast be unanimous appeal can be made to the supreme couit, the judgment of the latter to be given by a majority of the judges. The supreme court may di minish but cannot increase the severity of sentences. Parliament will be a3keil to provide special remuneration for the special judges.

The bill also contains the following provisions: It gives power to search lor secret apparatus of murder, such as arms, threating letters, elc. power to enter houses by day or night under wan ant of the lord "lieutenant power to arrest persons prowling about at night and unable to give some account of themselves, who are to be dealt with summarily power to arrest strangers, as crimes are generally committed by foreign emissaries, the hospitality of England not being for such persons as agents of 0'Donovan Kossa, and power to remove foreigners considered dangerous to the peace of the government therefore it is intended to revive the Allen act. Secret societies will be dealt with summarily and membership thereof constitute* an offense under this act. Cases of aggravated assault will be treated iu a summary manner. Power is given to repress intimidation and unlawful meetings, the latter to be dealt with summarily. Newspapers containing seditious and inflammatory matter will be suppressed and their proprietors required to enter into recognizances not to repea the offence. Justices can compel the attendance of witnesses about to abscond. The lord lieutenant can appoint additional police where necessary at the cost of the districts concerned. Compensation for murder and outrage will be required of the districts where" they occur. Out rage will be dealt with summarily by tlie courts, which are to consist of two stipendiary magistrates. The governmeut reserves for consideration any furlher alteration of the jury system.

JResolutions adopted declare the assassination was a crime calling for the strongest condemnation by all friends of Ireland, and that Gladstone's promise of conciliation is preved by the last act of his government to be vain and empty, and that his deter-, mination to adopt a policy still more coercive than the one he has claimed to abandon is impolite and unwise, and justifies resort to every legitimate means tor frustrating the purposes of English tyranny and securing a realization ot selfgovernment for Ireland.

As there sfiems to be a grave misunderstanding as to the aim and scope of the late executions at Dublin, we, tue executive committee of the I. K. B., hereby request all ot the aforesaid to withhold their opiuioD of this matter for the present, and refrain from expressions of sympathy at public meetings, which tead to humiliate Ireland and give aid and comfort to England. As to the monster, Bocrke, he had preyed upon the lives and liberties ot his countrymen for many years, and has deserved" death a thousand times at our hands, and as to the Lord Cavendish, the lineal descendant of the infamous Lord Brogbill, who hanged the gallant and patriotic MacEgan, Bishop of Ross at Carrigadrohid, because he would not betray his country, his very name stinks in the nostrils of the Irish people by the iniquities of his brother, Lord Hartington, and the wholesale evictions of his father, the Duke of Devonshire, thereby driving thousanis of the rightful owners or the soil to the poorhouse, exile and death. This organization has tolerated the Vfigarits of Parnell and his safe treason mongers until he has filled the bastilcs of the country with the victims of auselesss Parliamentary agitation which left 20,00 persons homelets last year and drove millions of the flower of eur people to exile. We are convinced no true prosperity can exist tn Ireland so long as England possesses her Custom Houses there, allowing her manufactures to pass irto Ireland duty free, thereby leaving Irish mechanics unemployed, and an enormous war tribute levied by EDgland taking away the produce of the land, thereby leaving the Irish people to starve.

sion started at 2 o'clock. The chief mourners were the duke of Devonshire, Marquis of Hartington, Lord Edward Cavendish, Colonel Cavendish (brother of the Dukcjof Devonshire), MajorLytelton, Gladstone and Lord Granville. The order of the procession was as follows: Hearse, Duke of Devonshire walking aione, Marquis of Hartington, Lord Edward Cavendish, Gladstone, Granville, Speaker oftha House of Commons, Cabinet, and 300 members of Parliament walking four abreast. An immense crowd was present the number is estimated as high HS 30,000. Many persons were visibly affected. The coffin was carried by a number of tenants of the Dukeol Devonshire. After thecoflin had been lowered into the grave, many How ers were thrown upon it. Lord Spencer, at the liist moment, decided to remain in Ireland, instead of attending the funeral.

A Jersey City Bank Treasurer Shoots Himself and Causes a Run on the Bank.

Kingslane, Treasurer of the Provident Institution tor Savings, Jersey City, shot himself this morning by accident or design in the trustee's room ot the bank. The officials telievc the funds of the institution in act and havr made a public statement that effect, tut a run has be gun on the bank, which was surrounded by anxious depositors. Kingslane is the trustee for a largo number of estates in Jersey City ancfvicinity. The wound is not considered mortal. There are over 13,000 accounts and the total due depositors is more than $5,000,000 assets $o,~ 701,832, consisting of bonds and mortgages: $3,000,000"U. S. bonds, $2,000,000 cash on hand in bank, 15,000 call loans amounting to $385,000 &c.

May 12.—The excur

sion train of the Missouri Press Association, while on the way to Galveston, Texas, over the Missouri, Kansas, & Texas division of the Missouri Pacific R. R., collided with a loose engine and caboose at half-past three o'clock this morning, five miles ncrth of Oswego, Kansas. In some unexplained manner the engine and caboose started alone up the track from Oswego while Conductor Fag in and the engineer were in the office at that point receiving orders, and when it reached the point of collision was Hying along at the rate of forty miles an hour. The engineer of the excursion train, seeing the approaching bead-light, slowed up his train and came nearly lo a stop, and then he and his fireman* jumped just in time to save themselves from death. Both engines were completely wrecked and the tender of the excursion train telescoped the postal car and the chief postal clerk was slightly injured. The passengers on Ihe excursion train, numbering several hundred editors, their wives, daughters and other persons, were greatly shaken up and much alarmed, but none cf them hurt. Had the excursion train not slowed up it is likely thite would have been a fearful loss ot life.
