Upon the 'death of Qeneral My er, 1 ast year, the first chitf of the Signal Service Department, General William B. Hazen was appointed to the vacant office. He is a native of Vermont. In 1851, he entered. Jhe Military Ai^demy at West Point. Four years afterwards, he was made Brevet Second, tieutenant Jof the Fourth Infantrt,, Eili^gcd dating the next feW years in fightlog the Indians of Texas, la 1869, he Was' made First Lieutenant by brevet? At the outbreak of the civil war, he acted as Colonel of the l'or-ty-first Ohio Voltffliteera In 1862, he was made Brigadier-General of Volunteers, and Major Dy brevet in the regular army in 1863, a rewar^ for his courage in the battle of Chick&maug*. Successive promotions for distinguished services in several great battles led up to his being made, iu March, 1865, a Major-General and one month later he was commissioned Majoh Cleneral of Volunteers, to rank from December IS. 1864. He was mustered out of the Volunteer Service in I860, and subsequently served as Colonel of the Tbirtveighth regular Infantry, and of the Sixth Infantry sinc« 180®.
In his present position, General Hazen is giving great satisfaction. There is no more conspicuous and perhaps no more valuable use-of scientific observation and judgment -than that forecasting the weather. Not to speak of its convenience to the general public, the farmer and the mariner are incalculably indebted to it The service, of which General Hazen is the head, consists of observations made from points in every direction and distance, and'telegraphed to headquarters, fromjwhence "probabilities" ar« made out and published tor everybody's use.

IHDULNAPOLK, Infi., Feb. 9,1882. I seo in your paper of last week an inquiry as to what had become of the Marriage Associations of your place. I have looked with some degree of interest tor an explanation or further reierence to the matter, but as yet have seen none.
When I saw the first accounts in the papers of the organization of those associations in the East I looked upon them as probably a swindle, but when those two associations were organized in your city and I saw the names of some of your prominent citizens (some of them in high places, holding prominent offices in your county and probably expecting further public favors from your people) stepping forward ana out or the goodness of their hearts accepting the offices necessary for the management of those associations for the encouragement of matrimony among your young people, I confess I thought better of the enterprise, and I was not surprised that a nam her of your young people (honest, unsuspecting), and of limited means, should avail themselves of the opportunity to get some assistance in starting out on the voyage of a married life. I happened to be acquainted with a number of those young people who invested money in thoee «ssociations. ip your place, and who have complied with all the conditions necessary to entitle them to the benefits of the association, but whp as yet are money out of pocket. A Revolutionary Relic. We were thown a silver brooch to-day by Lemuel Longhead, of Fayette Town-« ship, this county, which was presented to him as a keepsake by Joseph Conrad, his grandfather, flftv years ago. Mr. Conrad was a native of Slarsburg, Shenandoah county, Virginia, and was a soldier in the revolutionary war, being present at the surrender of Lord CornwaHis and his array to Gen. Washington.
