Major Gordon's House bill on the same subject was proposed as a substitute for the Sen* ate bill, which is very stringent in its provisions, and makes a publication aflecting the character libelous whether true or not. The House bill relieves the author of a truthful publication from linbilitv under the provisions of the bill.
The vote on the passage of the bill r-.-uitid yeas 91, nays o. Under the provisions of thia bill the author of a libelous publication, whether he be an editor, proprietor, publisher or reporte**, is liable to imprisonment for a term ranging from one month to one year, and to a line of from $100 to $5,000.
Mr. Edwins called up his medical bill, H. 377, which failed to pass Monday night lor want of a constitutional majority. The measure went through this time by a vote of 57 to 29.
