"TM »4»V' PRE8IDEHT UAYES« then sfepped forward, and was greeted with great cheers and waving of handker chiefs. He said:

Ladm, Fellow-CUimu, an(J, ^u^yc°Qr^f Great War: „3*

tr I wish that I was prepared to speak 1 suitably upon this occasion. My friend, Mayor Palmer, in his address, informs me that in every speech made at this I great national reunion encouragement has been given 10 that rpirit of fraternitv which it i* the desire of those associated with me in the administration to do something, during our term of service, to .advance. We do not, in meeting the people,' propose to discuss any

the great party questions which divide the people who honor us 1 with their attention. [Cheers.] The question of administration, economic qaes 1 tions, we Jeave to ba discussed before the people by those wiio may be appointed by the respective parties to carry on these debates: but we do feel that if, in visiting our fellow-citizens in different state*, we can add anything to 4 strengthen the sentiment alluded to by I the mayor, it is right and proper that we should doit. [Applause.] All who are familiar with the history of our country know that a hundred years ago 4 there was no north, no south $2 the father* were, one throughout the whole oountry. Washington and

Jefferson were side by side with Frank- %, lin and Adams Daniel Morgan and his •§•. Virginians marched fro in Virginia to

Boston they were at Saratoga, and Nathaniel Green and his Continentals were in the Carolinas. The whole country belonged to the fathers. It is to that state of harmony, of fraternal friendship, that we desire our country to returp. [A voice, "Good for you," and cheers We are for the union as it is [cheers] we are for the u, constitution as it is [cheers] with all its amendments. [A voice, "that's it." Great cheers.] We want the citizen of every state to feel at hom$ in every other state. ["Amen," and cheer p.] If 4 citizen of

Vermont travels to Georgia or Texas, for business or pleasure, we want him to feel ft, at home in those states. [Cheiers.] If a citizen of Texas or Georgia travels north J* we want- that citizen to feel at homeno everywhere throughout the union./ NoW, my fnendp,

I do not toropose to detain you I have made a'touch longer speech already than I iuteuded when I entered your town. But you understand the purpose we may make mistakes in method*, mistakes in measures, but the «entimo'i *e would encourage is a sentiment ui nationality throughout the union. [Applause] We all regard the servics of that four yean* we regard that period of four years as the most interesting of our lives. -We fought tlem, those of ufl who were in the union army, fought, as we believed, f% to make this forever hereafter a united people, a free people, and we rejoice today to believe that those who were against us in that struggle are now with us on both of these questions, and will forever remain with us on both ot these 't4s- questions. {Cheers, loud and long.] vi A»d now, my friends, you will -10 desire to hear from some of those who are associated with me in the government. Two members of the cabinet are here, the postmaster general, Judge Key, J* of Tennessee, and Gen. Devens, attorney fat, general. Thejr fought on opposite sides •}j| during tho3e four years, but to-day they are here, prepared to fight, if need be, on

the same side. [Great fcheers.] And now, 1 will introduce to you Judge Key. I am sure he is an able man ai' I am *ure he is in honest. man I anuiWftjMt ie, a^ man [Cheers.) m-* H1| t*. .|r JIT.' .ifaouo® KEV f-* spoVe briefly, as follows: The Cordiality with which I am received makes me fo|— get that we hate been enemies, and 1 assure you that we would rather meet you, aa I meet you here, to-day, as friends, than in the conflict of arms, as yon have been met heretofore. [Applause.] My friends, the flag for which fougnt for four years has disappeared from the face of the earth the government I attempted, with my compeer*, to establish, it» so more we have but one flag, Mid that floats over every foot of our terriior we have but one constitution, and that is the constitution as it ia. [Cheers.] Our quarrel, toy friends, was inherited. Slavery was established by the constitution of our fatherr it was established by the men of the north as well as of the south it was a relic*2" of a former age. As the ages progrewed, as the countrv progressed, tne free states became profoundly impressed with the idea that alavery was wrong that it was a great na ionftt crime that it was the sin •f the age that it was a sin against heaven anu liberty. [A voice: "And it was."] The people of the south had been educated under different ideas their statesmen, Upon their platforms, defended it, and their minister*, before holy altars, taught the people that it wasright the people of the southern states believed it was right.

A conflict from time to time, a conflict of opinion, grew up. We had adjustments we had the Missouri compromise, the compromise of 1850, but yet rt weuld not suit. At last free ideas so far prevailed that iopln waselected tp the presidency of the -United «-ates. The people of the Isonth, stfraid that the institution of slavery was in danger, said, "we have debited this quarrel in the legislative halls, on the stump, in the judicial tribunals we have debated it everywhere* Now, let us fight it.out and they took up their arms, and trey said, "we 'eave these debaUble questions to the power of arms and the sword *. and we fought, and fought bravely eaoh section of tbe country fought for what it, thought wfep- right. [Cheery. •i What wrs 'the resale? Why, the south* '•was defeated, and as Din and sollliers their were btouo|d to submit with good'graca to the result^ and to admit that the result was right that the tribunal, they lisd selected had decided tbe controversy against them. Sirs,

this !s the victory, this Is the triumph the verdict was against us, the judgment was pronounced against us, and what was it? It was put in the three amendments to the constitution the first declared that slavery should no longer1 'exist anywhere in this broad land the second declared that every man who was born in tbe United States should be a citizen of the United States all men, white

ot

black, were

made equal before the law. Not only this, but they declared that the public debt of the United States should never be repudiated they declared that no claims should be made for emancipated slaves they declared, in short, that we'should be a free country that the flag of the union should be the flag of the people everywhere, and to-day we have but one country, but one flag, but one union, and that union is inseparable. [Great cheers.] President Haves then introduced the attorney general, who made a few remarks.

I,t is in consonance with these ideas that we ca'.l attention to the Wabash Railway, as offering advantages to the producers of Central Illinois, which no other transportation cofopany is able to offer. The branches 6f this line tap the grain and mqat producing section of the Mississipi Valley at Burlington, Peoria Keokuk, Warsaw, Quincy, Han tubal and St. Louis. All these are importan points of concentration, and these branch lines strike the main line at Decatur, and finally at Lafayette, in the grand plan ot moving western products to eastern mar-

THE WABASH RAM/WAV With the internal operation Of railroad companies the State Register has no concern, but the external operations of railroads are matters wliich affect every citizen, and which are, therefore, proper subjects of discussion. There is no doubt that the producing interests ot the state are obliged to pay tribute to the transportation companies and new that transportation is as legitimate business as production, b&th production and trari sportation dbght to he fiee irom governmental interference, and each being fref, will find its greatt-t profit and will reach its highestdeveloptiftut,

41

It is, however, as an Illinois railwaythat the Wabash is of special interest to our readers. Its main line runs through the great farming counties of the state, and with its branches, gives the produce of Central Illinois a direct eastern *utlet, without obliging It to pay tribute to Chicago stock yards, elevators, commission dealers, or the celebrated corner operators there. The advantages of this line are very great, and its increasing business 6hows they are fulf appreciated During the late strike its business was less interrupted than that of any of the great though lines, for the reason that its enajfliaiyes are liberally treated, anid because, also, the management did no* .attempt to punish employes ©r patrtms, by needlessly stopping transit
