A FBESCH PRESIDENT'S MESSAGE.
VERSAILLES, May 18.—Before the legislative bodies were prorogued a message was received from President McMahon, "and read' in both chambers. Tbe president explains that he has scrupulously conformed to the constitution. lift Dufaure and Simon cabinets were cluxen in accord with the majority of the chiunber, but they were unable to unite sufficient support to guarantte a good government.
The president continues:—"I -ould not take a further step in the same path without molting an appeal to radical factions which desire a modification of our^institutions. Mv conscience and patriotism ^«.do not permit me to associate myself with the triumph of these ideas, which can IV only result in disorder and in the humiliation of France. As long as I retain
depository power I shall uee it, within legal limits, to prevent such results, which would be the ruin of the country. The triumphs of such theories was not contemplated when, at the last election, all the candidates availed themselves of my name. If the country were now interrogated, it would reject such a construction. I am firmly resolved to respect and maintain existing institutions until 1880. Notwithstanding the powerful and unexpected trial, France will neither allow herself to be deceived or intimidated. Public functionaries must remain at their posts until removed by the government. Councillors, general and communal councillors must redouble their zeal and activity on behalf of the rights and liberties of the nation. Finally we, your delegates, shall again enter into direct communication with you. We summon you to pronounce bctwen the policy of reaction and adventure, placing everything in doubt which has been laborously achieved during the last six years, and a wise, firm, pacific policy, a policy which you yourselves have sanctioned. Derr fellow-citizens, this trial won't last long. In five months, at the lates, France will be able to speak out. We are sure thai the republic will issue from the voting urns stronger than ever. Bygone parties will be vanquished, and France will be able to view the future with confidence and fcreneily.

Both The Public and Journal talk of the letter as indicative of the political programme, the latter journal intimating that it is the first time the marshal has assumed the responsibility of being above and beyond the people's will, and laid out for the country a new plan and phase of existence. It will be noticed that the vote of the assembly against the marshal is made of all the moderate sections, as well as the extreme left, and that it is only the extreme right, less than one-third of the chamber, which supports the pretensions of the marshal. The Imperialists are very active. They regard MacM ah on aa their man. It is understood that the marshal believes a general European war inevitable, and he wants a government which will not be disturbed by parliamentary factions, in the great struggle about to begin.
THE RUSSIANS,
LONDON, May 18.—While General Komarhoff was recinnoitering before Kars, on the 16th, the Turks attacked the Russian irregular cavalry. The Turks left G4 dead on the field. Two prisoners were captured the wounded are not reported. The Russians lost one officer and twenty men killed, and five officers and fifiyfour wounded. Among the wounded was Major General Tzchelokaieff, commanding a brigade of Daghistan cavalry.
The Russians carried two outworks at Ardahan, with nine guns, on the 16th. Fourteen killed, and four officers and fourteen men wounded. The Tuikihh loss was considerable.
The Russians are falling back from Kars. The Kurds and Circassians are advancing at the extreme Muscovite left from Van to Groan. A great battle is expected at Topra Kala. Fighting is ernm'Deut at Uaioum.
THE TURKS,
A large force of Circassian emigrant, with great stores of arms and ammuni tion have been shipped from the Boa phorous i'or points on the Black sea coast. The expedition has been protected and assisted by two ironclad frigates. Rifles are being rapidly embarked for the Caucasian coast, from Batoum.
The garrisons of the Danubian fortresses are victualled for one yeir. Prince Hassan, son of the Khedive,
