Some Important Suggestions.
"Mr. John Jay: S}R—In compliance with the request of
your
commission that I would advise
you what subdivisions in this office arc most exposed to a violation of law by the acceptance of gratuities, or by complicity in frauds and also that I would present my views as to the causes and remedy for such irregularities. I would respectfully state that I consider the entry, liquidating and warehouse clerk* as the only ones particularly exposed to auch improprieties. These are the only clerks whose action would affect the amount of duties to be collected. The causes of such liability would ascribe to temptations offered by those who, desiring to gain an advantage over their iivaln who defraud the government of its revenue, peek to control the action of the clerks by bribery, under the polite name of gratuities. These clerks whose administrative action may accelerate or retard the business, or otherwise affect the interests of exporters, arc hut human, and whenever there ia a coincidence of temptation, frailty and opportunity, there can be naturally but one result. It is difficult to suggest an adequate remedy for such abuses, since they originate with those over whom there is no ofllcial control. Section 452 of the revised statute* funiislieB a sufficient penalty for such misdemeanors, if they coull be detected, and offenders were promptly prosecuted. As regards clerks subject to such temptations, I can corsenve of no protection other than a careful selection of the persons to fill such exposed •positions, particular regard being paid to moral character, an-1, furthermore, such official discipline and supervision as would reduce to a minimum the opportunity for temptation, together with vigorous punishmentin case of the discovery of any impropriety."
Special Deputy Surveyor Benedict testified that there are 103 night watchmen constantly employed. They are faithful, competent men. Some time ago the number was cut down to 70, but it did not work, and wai increased. Here Mr. Jay read a petition signed by 20 custom house brokers and notaries, praying the commission to request Secretary Sherman to issue an order forbidding clerks and officers employed in the custom hoji3e from acting in in the capacity of notaries, us it delays business, and merchants' entries have to wait while the clerks are doing notarial business, which they should have no concern wish. The petition also suggests that, probably, the persons who employ said clerks as notaries would be more readily attended to and have greater facilities given them in the passage of their entries than others. Benedict, continuing stated that the inspector's force m'ght be reduced from 285, as now employed, to 225, if first-c ass men were engaged.
SLAVERY IN MASSACHUSETTS Massachusetts originated and defended slavery as a divine institution. The Puritan sentiment always was in favor of slavery, although it has been made to appear that they were apostles of freedom. Slavery was established bv statute in Massachusetts, and she upheld it even af ter her constitution of 17S0 Slavery ceased bv the dying off, one by one, of the old slaves, the failure of the people to supply their places, and thp consequent extinction of the institution. In point of. fact, it was not until 1S66, by the constitutional amendment, that slavery waslegalIv abolished in Massachusetts. .George H. Moore, librarion afthe New York historical society, is the authority for these statements. After living at Lincoln two years he suddenly appeared at the house of Madame Belindi, again offered mar-
riage, and was again relused immediately. Talit c.-[drew a revolver and shot the object of his love dead, and also shot himselt through the heart. The neighbors Saturday morning found Madams Belindi in a half demented condition, crouched over the dead bodies of her daughter and her crazed lover.
