CHICAGO, May 11.—A Tribune special from Kockford, Illinois, says :—The "Winnebago county court house ia^now a desolate ruin, a monument of criminal incompetency. Superintendent Latham lays the blame on Architect Gay,whose instructions were followed out "implicitly. Richardson will not talk about the matter. The papers to-night place the blame on different shoulders. The digging for the missing is still going on.

Yesterday, Mr. Wm. Baisler received a letter from a friend in Germany, announcing that he had fallen heir to two thousand florins by the death of a relative.
