HE EAS-TFRN QUESTION IN PARLIAMENT London, April 13.—In the hou«e ef rd«, Utla afternoon, the Port*'* circular reply to the protocol was laid on the ble of the houne. Lord Derby said he regretted to say it aa not of a satisfactory character, or at it would lead to a peaceful aettleent.

In the house of commons, Sir Stafford forthcote, chancellor of the exchequer, 11 reply to an inquiry, denied the Btatelent of The Brussels Nord, of April 11th, hat Lord Derby had written to Constaninople, ategorically denying that the 'orte mu?t in no wav rely upon the England. Marquia of Itarlington, moving or further documents complained of the neagrcneasof the papers presented since .he protocol. He said that these proiuced contained much that is highly unlatisfactory and nppoir tomake England jirectly rciponiible for the present situation. The attitude of England was not justified by papers before the house.

The protocol was the first acknowledgment by the government ot a sense of its dutiea. Never before had there been an official declaration that this was no longer a case for friendly. It was an admission, »t least, that the government recognized that it had duties towards tho Christian subjects of the Porte which would no longer be neglected. The protocol contemplated action or contemplated nothing contemplated coercion or postponed coercion. It it contemplated this, how could they reconcile it with the previous declaration of independence of the Porte! Notwithstanding the uuconciliatory character of the Porte'a circular, England, even yet, had not uttered its last word in behalf of peace.

Hardy, secretary of state for war, defended the government energetically, and said that the language of the Marquis of IlaHiriglon was' calculated to endanger peace. Ho would meet the motion lor other papers with a direct negative,

Mr. Hardy said he did not believe that thd way to benefit the Christian subjects of the Porte was by armed interference. We had no right to take upon ourselves the vindication of the Christians in Turkey. Nothing but the interests of European countries could justify drawing the sword of tho crusaders. The protocosigned in the interests of peace. The declaration was an honest statement of the views England had always entertained. If the marquis of Hartingl ton wished to show that the government was not following the right path towerd peace, let him ask for their condemnation.

The debate lasted until one o'clock in the morning, when the marquis of Ilartington, withdrew his motion with the consent of the government.

TROUBLE AHED.

London, Apri) 13.—A dispatch from Belgrade says: It is stated in official circles that the Turkish army is suffering greatly from the want of provisions, ana in some places is threatened with starvation. It is fully expected that there will be massicres of Christians when the Turkish soldiers are reduced to desperation by starvation.

CALLING OUT THE RESERVES. London, April 13.—A Bucharest telegram say that at the cabinet council, yesterday, it was decided to call out the renews.

TURKEY REFUSES TO COME DOWN. A Constantinople dispatch savs: Montengrin delegates had a final interview, to-aay, with Safoet Pasha, who declared that that the porte rejected their demands. Subsequently the grand vizier telegraphed Prince Nicholas that the armistice had ended, and would not be prolonged.

A GRAND COUNCIL OP WAR.

A St. Petersburg dispatch states that a grand council of war is being held there. The cabinet regards the Turkish circulaas a complete rejection of the protocol and therefore declines the Porte's pro posal to send a special plenipotentiary to St. Petersburg, as further negotiations are useless. Montenegro will defer resumption of hostilities until Russia's final decision. The minister of war has ordered the calling out in the entire military district of St. Petersburg of all soldiers on furlough, before the 22d inst.

CALLING HOME THE CONSULS. A Paris dispatch says: It is stated that the several Russian consuls in Turkey have received orders to prepare to leave the country.

AN IGNUS FATUUS.

Count Orloff, Russian embassador, had an interview with Due de Cazes, to-day. It is reported that the former protested against the statement that Russia would immediately enter upon a campaign against Turkey on the contrary, she is not disposed to reject fresh negotiations, in case the powew wished to make further attempts at conciliation.

Berlin, April 13.—The Kreose Zeitung, an authoritative paper in German military circles, says: According to rumors, circulated in the moBt positive form, it is asserted, on the ground of news received from St. Petersburg, that instructions were sent, yesterday morning, to the Russian charge-d'-affairs at Constantinople to declare war against the Porte. There is no confirmation of this report from any other source.

London, April 14.—The Standard's dispatch from Constantinople reports that Russia is bringing the reserves in Asia to the Turkish frontier. It is stated that Germany does not wish to see the neutrality of Roumania violated consequently, the principal Russian attack will be on the Asiatic side.

The Standard's Vienna correspondent says: The better class of the inhabitants are leaving Tiflis for the interior. Rus sian officers from Persia report that for 40,000 Persion troops nre concentrated near the Turkish frountier. The Czar will start on the 24th inst. for the vicini« ty of the army. A manifesto will be issued Tuesday. The superior officers of the southern army have been summoned before a grand council of war in St.

Petersburg, to be heard respecting preparations for marching 250,000 men across the Prutb next week The army has already advanced, but has not passed the frontier.

London, April 13 Daily News, from Si. Petersburg, says: War will not be declared immediately, as some preliminary steps must be taken. Russia will probably address a notrs to the powers, explaining the situation. She wjll next recall her embassy from Constantinople, and all the consuls in the Ottoman empire. The czar will then go to Kiseheniff, at which place the declaration of war may be dated.

A telegram to The Times, from Athens, states that the news of the movements of the Russian urmy has caused considerable excitement then*. The government and opposition agree that the Qreck element shall not become complicated with the struggles. Affiairs in Catiida are critical. The Turk* sent two mountain guns and two batialions to prevent a meeting of the Christians at Am»los. The government has telegraphed for eight battplions. A fleet of Austrian iron clads is expec'.cd at the piracus. Foreign diplomatists at Athens apprehend the occupation of Crete by the British.

Little Rock, Ark., April 13.—At 8:30 this morning, Selden L. Jones, of Memphis, and George N. Makeley, of this city, met at the fair grounds to settle an affair of honor, acc rdtng to the code duello. Shots were exchanged but the seconds save the aflf»ir a ludiorous turn by loading with blank cartridges. Bath parties with ttieir seconds ware arrested. Jones was fined$50 aid cots. Mikeley will be tried to-i»orrw.
