in a session of three hour#, to-day, fully dkcucsed the Booth Carolina quwtion. Ko vote was taken, bat the expression of opinion of the different members showed teat, on a division, a majority would be in ivor of the immediate withdrawal of troops from the state house.

IJCKKRBNCEH.

Though no direct knowledge is obtained from official sources a* to the ultimate intention* of the general government

uoon

the question of the political

indues pending Booth Carolina, there iHaa impression, sustained by various facts, that the end of the deliberations now in progress will be the issue of an order removing troops from the state houw at Columbia. The anxiety is to •o consummate the action of the government that no discord can possibly result. A fair inference from events which have recently occurred is that it will not be many days before the decision will be announced. The deliberations of the cabinet, to-day, involved a careful review of the able statements recently made to the president, both by Chamberlain and Hampton, and this will probably be continued to-morrow. It is also understood that the cabinet was engaged for a short time, to-day, with questions concerning a few appointments to office.

GOVERNOR HAMPTON

wrote a letter to the. presideat, to-night, aaying that he might not have an opportunity to se* him again, and assuring him that he eould, and would, secure absolute freedom and peace and equality to both white and colored citiaens of the state, so soon as the troops should be withdrawn, but intimating, at the same time, that he would consent to no bargain or compromise whatsoever. In very warm words, he thanked the president for the manner in which he had been received, and expressed his confidence that the president would be true to the loyal and patriotic sentiments of his inuagural address.

This afternoon the president received a delegation of colored citizens, from Alexandria, urging the appoinment of Professor Langston to be commissioner 01 agriculture. The president said he recognissd, in the main, the justice of the claim for able colored men to be sppout'ed to office, and that he had the Highest regard for Professor Langston, but doubted whether he should appointhim to that particular position.

JOHN BRIGHT

has written to General Eiton, commis•ionerof education, that "there is graat and universal satiafaption^here, at the settlement of your presidential difficulty, and the good sense of your people is admitted and admired on this side of the Atlantic."

RETIRED.

Rear Admiral Reed Worden of the United States navy has been retired at his own request, and Commodore Thomas

Patterson promoted to the grade of rear admiral, to fill the vacancy. THE CURRKNCT.

Revenue Agent Wagner telegraphs from Greensboro, No.th Carolina, that Collector Patterson, of that state, and Depaty Marshal Ray, with six men, raided the illicit distillers in Watagua county, were fired upon, and two men of the pome killed and Patterson wounded.

THE LOUISIANA COMMISSION. Gen. Joseph R. Hawley and Gen. J. M. Harlan, members of the Louisian commission, had a lengthy interview with the president to-night.

REDUCTION OF FORCE.

About 200 employes will be dismissed from the bureau of engraving and printing of the treasury department to-mor-row, in order to bring the force down to row, in oruer the actual requirements of the work

Some fifteen or twenty tempt clerks in the navy department will be (SisrTL.w k«WA hufin Am* missed lo-murruw. -J ployed in the department for two or three Tears past, and paid either as writers for navy yardf, or out ot the contingent funds of the several bureaus, there being no provision of law authorising their employ writ, or making appropriations for their compensation as clerks.

SECRETARY THOMPSOH

announces hispnrpoBe to have no one in the department not expressly provided for by law.

NOT CREDITED.

The charges against ex-Consul Gen. Seward, now minister to China, are said to be the result of an old quarrel between Mr. Seward and the present consul-gen-eral. There is nothing in the department of state showing anything whatever discreditable to either his public or private character.

CHI CO.

SAN FRANCISCO, March 30 —The confession of A. M. Ames, org uazer of the labor union of Chico, who is HOW under arrest, confirms the previous report that the organization is responsible for the recent reign of terror in Chico and vjciuity, and that the council of nine were but the instruments of the union.

It is expected that the German and Austrian governments will also notify all the cabinets, especially that of England.

LONDON, March 31.—A Vienna correspondent to The Times saysall the powers have been requested to stnd authorization t6 their representatives in London, so that all might sign the protocol today. The Austrian government sent its authorization to its embassador in London immediately. According to every probability, the other governments have done likewise. If the protocol is signed to-day it is expected that alt the ambassadors will return to Constantinople within a fortnight. The Times'Vienna correspondent remarks the peculiar fact that alongside of the peaceful news, the ioIitical correspondence announces from

CischenefTthat, on the 24th inst., orders were sent to commanders of all Russian corps in Bessarabia, with reference to an advance toward the frontiers on the 2J of April.

Every night When the MoOn was visible he gazed at it through the instrument and watched the passage ot the passenger projectile over its glittering face. And thus he remained, as it were, in perpetual communication with hi* three friends, who probably felt happy, in the certainty they must have felt that the worthy J. Matson would keep, his eye upon them as long as he lived and the telescops held together.

He did not despair of meeting them some day, "We will correspond with them," he would say, t.» those who wished to hear, "when circumstances permit. I know them.
