THE PROTOCOL.
London, March 38.—Times co spondent say* the protocol in its.fina form is a sort of solemn call upon Turkey recommending well known reforms which are specified. There is no question of" Turkeys signing it, nor is there any form agreed on Jo which Turkey is expected to give adhesion or consent. The same correspondent says Russia expresses a readiness to treat di rectly with the Porte relative to disarma .ament, and that for the purpose to receive a special commission from Turkey in St. Petersburg, thus removing the objection Russia nad to allowing the powers any right ot interference in-the matters.
Ce_i Ion advices say that by the end of Match 25,000 laborers will be paid off from the coffee estates, and in a month or two there will be some 60,000 to provide for in the meantime gangs of starving men, women and children are coming over from India.

That Anti Chinese Order on the Pacific Coast.
Particulars of It's Method of Operation
San Francisco, March 31.—A Cliico dispatch says J. M. Sevarn, a member of the council of nine, has made a confes sion of the manner in which the affairs of the council were conducted, which agrees with the previously published statement of the deliberate plans which were laid, involving the destructioa of property and taking of life, bth white and Chinese. Among those, who it seems, vrdre proposed to council, as fit subjects of their murderous designs, waB Hon. John Bidwell. candidate for Governor on the Independent ticket last campaign, who was inimical to the order,on account of employing chinamen on his ranche in the vicinity of Chico. The council appears to have been composed of three captains, each ot whom appointed lists, and each captain had certain districts assigned him in which to operate, in the utterly conscientious and deliberate man ner in which members of this secret organization laid plans for burning and blowing up buildings in China town, and manufacturing establishments in which Chinese were' employed,, and. discussed the propriety and expediency of making way with parties who had incurred their enmity is almost incredible, and throws Charles Reade and his romancing accounts otthe inner workings pf the English trades union, completely in the shade. All the prisoners have been removed to the jail in OrviUe, the county seat, and every precaution taken to render escape 6r rescue imposssble. Double guards are stationed Mfithin and without the jail, and the approaches to the town patrolled by armed forces. The excitement over the disclosures of the criminals is intense, mingled with fear, whether the determined action of the authorites and citizens is sufficient to deter other members of the labor union from seeking to avenge the arrest of their companions.
RAILROAD CHANGE. Sandusky, O., March, 31.—This city is greatly excited over the change in the management of the C. L. & C. R. R. So far as known Rush R. Sloan got an order from Judge Finnefrock, of Tremont

esterday for the appointment of James as receiver. Lea filed his bonds and took possession this morning. Sloan is the real manager of the road. Orders has been issued to discharge all the men cmployed by the late Boston managers and a complete change will te made.
ARRESTED.
Memphis, March 31.—It has transpired that the man who shot M. M. Beach, the sewing michine agent, last night, was Lewis H, Coe, of the firm of Clark, Johnson & Co., cotton manufacturers, whbf'sent word to the police last night that he had no idea of least idea of leaving the city, and would surrender himself this -morning. Coe's freinds state the trouble grew out of repairing—sewing machine agent wanting more than he had at first agreed to repair it for, and on Mrs. Coe Offering him the amount agreed upon, he grossly insulted her. Beach is in a precarious condition, having been shot throusli 'V lung jnst al?ove the heart. '11.. was extracted near the shoulder blade.

Terte Haute has a live female lawyer, "whose snug appearance and clear-looking black eyes indicate an ability to crossquestion a witness c'.ean out of his boots in about three minules and a half.
A cWk named Fellenger, who had evidently retired several cock-tails during the day, was sent out to bring in the "Big Indian" sign. The wooden savage stood seven feet in his moccasins, and weighed three hundred pounds but the clerk grappled him, and commenced a vigorous lligging to get him into the door. Twice he'fcet his hold and measured himself on thiiside walk. At last, with a superhuman effort, he managed to get him sta'teU, and thev both went to grass together, tfith the Big Chief on top. It flattened ottt the clerk to the dimensions of a case klife, while the Indian sustained a compound fraction of both corns, and had the paint skinned off his nose as it ploughed its way into the mouth of Fellenger.
W. F. Black waslin the city last week and, horrible to relate, walked the principal streets in a most astonishingly upright manner, not dodging into a single alley nor showing any perceptible absence of stiffness in his upper lip. It is pretty generally thought here that he is too fat and good natured to remain behind an unpopular cloud long.
