THE SOUTHERN QUESTION.

There aie many well grounded intimations that the cabinet will,early next week, enter upon a thorough discussion and determination by the government in the matter of deciding what course is necessary to take in relation to the state governments in Louisiana and South Carolina.

WASHINGTON, March 16.—In the executive session to day, Dorsey, chairman of the committee of District of Columbia, reported back the nomination of Frederick Douglass, to be marshal of the district, with recommendation that it he confirmed. One objection being made to its immediate consideration, it went over under tbf rule until to-morrow.

Postmaster General Key to-day re-ap-pointed H. T. Sperry agent in charge of the stamped.envelop works at Hartford, Connecticut. Sperry, one of Postmaster General Jewell's appointees, was removed goon after Jewell retired from the cabinet.

How Hit Rights are Respected Western Wilds. SAN FRANCISCO, Mareh 16.--A Chico dispatch says that increased excitement prevails there over the massacre of the Chinese, night before lart. To-day a pnblie meetipg was held, and largely attended by the rao«t influential citizens. Resolutions were passed deprecating the crime committed, and, pledging the citizens to use all means to brinfj the perpetrators to justice, A committee was appointed to further that end. The excitement is intensified by the discovery of a placard on the office door of what is known a^the "'Keefer ranche,"cautioning the proprietor against employing Chinese, on peril of the destruction of his property. Gardeners in the ricinity have had notices printed, warning all persons about approaching their premises after dark, as they will be

A Sharper Scooped.

BUFFALO, March 17.—Thomas W. Thompson, of Wet field, was held for trial, to-day, before tiie United States court, on charge of using the mails to fraudulently obtain money from the relatives of the deceased victims of the Ashtabula disaster. His modus operandi was to write to relatives of deceased persons, stating that he had in his possession certain articles of the deceased, and upon the receipt of a stipulated sum, wotild forward 'the articles named, signing his name Victor Bennett. The prisoner offers no defense, pleading guilty to the charge.

Fatal ltiver Disaster. MEMPHIS, Tenn March 16.—Aprivat( telegram from Pine Biuff, Atkansas states that the steamer Governor Garland, from Pine Bluff for Memphis, was burned yesterday, at Red Fork, 40 miles from the mouth of the Arkansas river. Three deck and one cabin passenger, a«d all the books and cargo wye lost. The Garland had 650 bales of cotton, mostly for New Orleans, and is believed to be insured there. The boat was only about one year old, and cost $25,000. She was owned by Captain John N. Harbin and others, and insured in Cincinnati offices fjr §15,000.

Boiler Explosion.

CINCINNATI, Msrch 16.—Tne Commercials' Worthington, Indiana, special say?: the boiler in Hunter Bro'hers' saw mill exploded this evening, instantly killing two of the Hunter Brothers two brother*, named Bender, and one man name un* known. Several others are reported seriously wounded.

CONCOKD, March 16.—The returns from every town in the First district gives Jones, Democrat, 45- plurality in the Second distiict all but one town and one ward give Briggs 1132 plurality. All but three towns in the Third district give Blair 1161 plurality.

A GANG OF HORSE THIEVES BROKEN UP. ST. LOUIS, March LG.—The GlobeDemocrat special irom Leavenworth, Kansas, says: A gang of horse thieves was broken up yesterday in that county and its leader, Joe Miller, and three others cf the party arrested.

A CONDITION OF ANARCHY. Advices from the Indian territory says that a condition of anarchy exists in and around Caddo, that part of the cotantry being under control of a band of desparadoes. Day before yesterday a party of half-breed Indians, Irom the country, went into Caddo, and, being joined by half a dozen men of the town, attacked a freight train on the Missouri, Kansas & Texas railroad, under impres*'.„JI t!ie several detectives were aboard of it, who were sent there to arrest them

between the ruffians and train men, in which an ex-marshal named Donnelly was shotfour times and killed. Subsequently the outlaws raided through the town tiring their revolver", and drove all the citizens into their hou=es, and kept the whole place in a state of terror for ten or twelve hours.

MURDER.

A Chicago Coroner's Jury Holds the killer of Jones to be a Murderer.^. CHICAGO, March 1*6 —The coroner's verdict in the case of W. C. Pike, who verterday shot Dr. Stevens S. Jones, is to il effect that Jone.- came to his death by pistol shots aimed by said Pike, who premeditatedly, deliberately and maliciously fired them, and the jury find it vas murder in thejirst degree also, that Pike's wife, Genevieve, should ba held as an accessory before the fact, and recommends that both b$ held to the grand jury without bail.

DETROIT, Mich., March 16.—Captain Eber Ward, a well known steamboat and vessel owner, made an assignment to-day. Indorsing paper for Caleb Ives, who failed last week, is reported as the cause of his failure.
