THERE are fifteen and one—fourth miles of water pipe in 'he city belonging to the company. Two or three quarters miles of this has bten laid since the work were accepted by the city.

TWO ASSESSMENTS. There is one very useless law on the statute books. It provides for a census to be taken by the township trustees in February of all persons over twenty one in the countv. This cost Harrison township $317. Now there is a second assessment to be made in April which Will cost an additional amount: lor determning the number under 21. Both of these assessments could be made at once and much expense saved.

There will be a great effort made to make the coming fair,—the 12th annual of the society—the best in the state.

the bit in his mouth, plunged wildly ahead, and is now confronted with a stonewall. Blaine has warned him ol his danger, but to-morrow he may iump ahead and dash his brains out. Hayes, acts as if he really believed he was honestly electcd President, and can lubricate the wheels of Government to suit his own notion. Those who know it has been stolen for him and forwarded the larceny propose to ring it iu his cars unless they receive an equal distribution of the fleshpots.

BLAINE THROWS A FIREBRAND INTO THE HAYES RANKS. The inter-party war upon Rutherford, the usurper, has begun. Blaine threw down the gauntlet in the Senate Chamber to day, and served notice on Hayes that he would not be allowed to carry out the Southern policy indicated in his inaugural, so as to ignore the claims of the men who made him President. The opportunity was the question of swearing in Kellogg from Louisiana. Blaire, without waiting for Conding to get over his sulks—throwing aside the mock modesty he assumed last session, and striking out as of yore, impetuous and impudent— seized the opportunity, and at one stroke warned Hayes of the jsplit that would follow any indication of an intention to Johnsonize, and notified the Senate that he proposed td lead there, as in the House "I do not intend to speak for the admistration," he said, "but I do say most positively that if the administration recognizes the Nicholl. Government in Louisiana it will proclaim to the world that President Hayes and vou, sir, (pointing to Vice-President Wheeler) hold your high offices bv bold usurpation." The unexpectedness and vigor of the attack tairly took away the breath of old Senators accustomed* to prolixity and p'osines*, and brought every man to instant and earnest attention. Wheeler, hastily calling Hoar to preside, fled his seat. Conkling was startled from his customary imperturbability for the moment, but soon turned his back on Blaine, and satan attentive listener as Blaine went on to affirm that, inasmuch as the Legislature which elected Kellogg was counted by the same Returning Board which counted Louisiana for Hayes and Wheeler, and inasmuch as the constitutionality of the acts of that Returning Board had been confirmed by the Electoral Commission, Hayes could not repudiate its count of the State vote without repudiating his own title to office and that of Wheeler. the Commission had not affirmed the legality of the Returning Board's action. Blaine retorted by remarking that the majority had made such affirmation^and in law the majority was the Commission. He demanded,furthermore, whether it was to be 'affirmed that the Louisiana, Returning Board was good enough to connt in a President, but not good enough to count in a State Legislature? Whereupon Thurman turned the laugh by declaring that his individual opinien was that that Returning Board was good for nothing except hanging. Blaine tried to get out by suggesting that Thurman of course had the same opinion of the Commission which sustained the Returning Board but he only made a bad matter worse, for Thurman promptly responded that he most certainly did hold the same opinion of the majority of the Commission.

WHAT IS SAID OF BLAINE'S ATTACK. Immediately on the conclusion of Blaine's speech the Senate, on Thurman's motion, adjourned, and the Senators fell to discussing earnestly Blaine's first move. All agreed that he meant mischief unless Hayes came to terms As Bayard expressed it, "IIc_ has demanded that the new Administration should settle in one night what the old Administration could not settle in four months, viz: hich is the legal Government of Louisiana It was noticed that just before the Kellogg case was taken up Blaine and Morton held a loiig and earnest consultation, and all are awaiting with interest to see whether the two will make this fight together. Kellogg's case comes up again to morrow, and some sharp talk may be expected. Hayes' friends sav he has backbone enough to stick to his policy, and indeed it is difficult to see how he can now draw back, as he is committed to writing.
