There is an unmistakable popular demand lor reform in ihe administration of County allairs, and lor the reduction oi tho Iocs of County olliccrs, especially in the wealthy and populous counties. Under the constitutional provision preventing local orspecial legislation out he subject ol lees and salaries, it is generally understood that compensation for official services cannot be graduated according to population. This may render il difficult to devise a lee hill that will, in all cases, be just both to ihe public and to lie of lice holder. ]ut ibis difficulty need not, and should noi, prevent an effort being made, and successfully made, to accomplish the result.
