Generel Longstroet.
LOUISVILLE, March 21.—The CourierJournal publishes this morning, tbo fol lowing remarkable article: "When it was announced that Gen Grant had appointed Gen. Longstreet to the office ot Surveyor of the Port of New Orleans, we at once concluded that tho President was apprised of liis appointoe's having been once indicted for smuggling, and therefore, thought him tho better qualified to detect others who might engage in similar practices.
About tho year 1855, as we are formed, Longstroet being a Major in the United States army, and in command of a military post on the American side of the Rio Grando, was indicted in the Di trict Court of the United States lor the Territory of New Mexico, for the crime of smuggling, but when tho United States Marshal wont to the Fort to execute tho process of said court, the gates were closed against him, and he had to return with out executing it.
The Marshal having roported these facts to the thon Governor of the Torn tory, he made application to
G'.'n.
This court, composed of his brother officers, found Longstreet guilty, but the General disapproved of the finding ol' llie court, and tho mattor was soltlod by his giving a pledge to the civil officers that there should be no smuggling on tlio part of tho military. Henca wo infer that Grant, knowing that Longstreet li-.is somo knowlodge of holos through which offenders might slip, thought him asuiiable hand to stop them, and thoreforo appointed him to this responsible office notwithstanding he had boen a Confederate officer.''
NOTICE TO LEAVE.
The pedestrian, Symons, who is walking from Chicago to Savannah, Ga., for a wager of $3000, whilo at Seymour, Indiana, awaiting a change in the weather, was served with a notice by the Jackson county Vigilance Committee to leave within a limited time. Symons obeyed the notice and left for Louisville by rail, to avoid probable lynching. ———<>———

.-r&^JProm New 'York. New York, March 20.—A Washington dispatch says Secretary Boutwell informed the Ways and Means committee, that from- a"caEU a] re-'exaininatioh of the department he.had found affairs generally in pretty good condition. He did not think he would require any additional financial legislation at present. There was an abundance of money, and he indicated his determination not to keep a large amount on hand, and that he would use the surplus from time to time for the purchase and cancellation of bonds claiming at the same time that there was ample authority in his judgment in the existing legislation- to make such purchases and cancellation. He stated also that he was opposed to the secret sales of gold, and that whenever -he had any for sale it^would be sold in open market, giving everybody tbo same opportunity of buying.
The same dispatch says, twenty-nine Senators are sure to vste for the repeal of the Tenure-of-Offica Act, while its oppo nents claim thirty-three votes. Great efforts will be made to reach a vote toa a '"'3
iMAIL
BURNED.''
The Western mail which left this city on the 16th inst., was burned next day six miles this side of Mifflin, Pennsylvania. The mail was a very valuable one, consiEting of 33 letter and 160 newspaper bags.
Four or five of the letter bag?, containing California mails, wero saved and sent forward. Many of tho letters wore saved in a damaged condition and returned to the New York office, whence they were again forwarded to their destination.
Mexican News.
SAN FRANCISCO, March 21st.—Latest Mexican intelligence reports that Losada had resigned his command and ap pointed Domingo Hava his successor, stating in his manifesto tho powerful reasons that obliged him to take this step.
The garrison at Gusdalrjara manifest an unsubordinato spirit. The civil authorities attempted to arrest some drun ken officers who were behaving disorder ly, whon the latter drew their swords, lired pistols, and on appearance of the police called out their soldiers.
The disturbance was quelled without serious results. Inundations which laid waste the cot ton fields ofSinaloa, destroyed much pro perty in Durango.
General Zepida, the new Governor of Lower California, had assumed his duties. It is anticipated the affairs of the Penin sula will be better regulated than under Davolos.
Indians are committing outrages on the frontier of the States of Chihuahua, So nora and Coahuila.
All quiet at Durango.
