-AI'RKOENT debate in the United States Senate upon the provision of the Appro-priation-bill for the maintenance of mixed courts, brought out, in very clear light, one of the innumerable and grave evil? connected with our abominable system ot rotation in government offices, a system which displaces officers having knowledge of the public business, educated in It at the publio expense, and puts in their places persons entirely ignorant of what has been, or'ought to be done in connect tion with the office. A new incumbent coming into office, without previous knowledge of the manner in which its duties have been discharged—selected from a hungry crowd of applicants be. cause, perhaps, he may have spoken hta piece a score or two ofteniir than any 7 other competitor during the car^ass^-iB compelled to accopt what he finds \$as formerly done as the rule on which to base his own actions. Thus it happens that we find tbat every appropriation bill passed at Washington during the pceseni

century, if not from a mq.ro remote peri^ od, has contained an appropriation to the "Superintendent of the Crypt.in the 1 National Wapitol Building." There b&-

Since 1862 the ap^propriations to the Judges of the Mixed Commission Courts have been regularly -made, and in.that time not less than $84,090 have been paid to the persons who were so fortunate as to secure this "fat take." FBIDAT next lias been decided upon by the House for the consideration of reports from the Committee on Pensions. The matter is one in which the country at large is deeply interested, and the dis. cussion will be in oarneat. Several very important alterations of the standing laws on the matter are proposed. Among others, one amendment will be offeredi providing "that no female pensioner shall forfeit her pension by marriage." The present rule, by which marriage works a forfeiture of pension, is argued by some as contrary to public policy. Those who personally understand the practical work: ing of the pension system, however, will not be disposed to interfere with tho law as it stands. A more humane and reaa onable proposition is an amendment providing that the death of every enlisted man in the service shall-be held tot.have been caused by the service, except Where there is evidence that it has been caused by the fault of the soldier. The humani* ty and propriety of tjlils amendment come homo at. a .flash to every man who has ever gazed on the thousands of Union graves legended'with that saddest of all tho words of war, "1J hknow n." asia

tinued for half a century to come, or til) that more remote lime, of which enthusiasts dream, whou "human progress" shall give us honest men in the National
Legislature. And yet, CHARLBS SUMNER—of Whom the country had reason to expect bettef things—tfCPKie--audacity to insist that any one who could censure such a palpable wrong and monatrous extravagance, must be a friend to the perpetuation of slavery I Such an argument beneath tho dignity of a Senator Und has nothing to sustain it but unreasoning prejudice.
This affair has shown—that of which every thinking person has long been convinced—the necessity of arranging the
civil service in soma better manner than is at present adopted. Mr. JXNCKES' bill will furnish the proper remedy for all such abuses, by making the system of office orderly, and compelling it to be carried on according to regulation. Un-

H. B. M.'S Iron-clads.
A recently issued parliamentary report exhibits the condition and force of the ironclads embraced in the British navy. It appears that there are thirtyfour iron-plated vessels afloat, and that ten more are being constructed. There are four floating batteries, two of which are not yet completed for service. Only fourteen of the armor-clad ships in service have iron hulls, of the iron-hull, ships but five are wholly armor-clad—-<Minotaur, Agincourt, Prince Albert, Scorpion> and <Wivern>—the first two being of 6621 tonnage, and 1350 horse-power. The
l36^
whole iron-clad fleet afloat at present carries an armament amounting to five hundred and twenty guns. According to the report, of the thirty-four vessels in service, thirteen are built on Mr. REED'S plan, and five on Captain COLE'S turret plan. The ten vessels now in course building are to carry one hundred and
seven guns in all, eight of them to be
of their duty or the exerefce of
their lawful rights at the time. This &Kpp6nn to us to bs sound cotnmpil gense tftcd correct doctrine and
thd RKKX plan, and two on that
built on the REED plan, and two on that of Captain COLE. The first cost of some of the vessels is very great, that of the <Northumberland> (inclusive of fittings, but exclusive of incidental and establishment expenses,) being $2,295,545 the; the <Minotaur> $2,264,135;
Minotaur,
$2,264,135
the <Agincourt>, $2,230,575; the <Achilles>, $2,222,950; the <Warrior>, $1,784,950; <Black Prince>, $1,789,965; the <Bellerophon> $1,715,380; the <Prince Albert>, $1,008,065.
We have here an expenditure of nearly fifteen and one-third millions upon eight vessels, only three of which are wholly armor-clad and have iron hulls, which brings the average cost of each to almost two millions.

THE New York Tribune spSaks of "Mr. Wm. Cullen Bryant" as readiD^ a papeij on Pitz Green Hallebk. It is ii wonder it did not say' Mr. Fitz'-Gi'ebri ^EXalleck. The 'Tribune 'hks a high-mighty way of condescending,, you know, to put this re-j spectab'lo hapdle to deserving cien's names.
