On this declaration wo went to the pooplo and the people sustained it. Is it not a palpablo violation of good faitb, a going back on pledge?, to attempt a removal of the suffrage question from the tribunal whore it "properly belongs" It is said that in submitting the question to the Legislatures it is virtually referred to tho people. This assortion is a shallow cheat and delusion. The Legislatures were not elected upon any such issue, and have no instructions from the people othor than the abovo plank from the Chicago platform.
But suppose they had been elected with a view to the adoption or rejection of. such an amendment. Suppose that had been the great question at issue in the late campaign, and that three-fourths of the States had elected Legislatures pledged to its adoption. Suppose, further, that nine loyal States had elected Legislatures pledged to its rejection. Could not the peoplo of those nine States, planting themselves squarely on tho Chicago plat form, say to the other States, "regulate suffrage in your own limits as yeu see fit, that is not our business but wa claim that "tho question of suffrage in all the loyal States properly belongs to the people of, those States"? "Wo claim that a combination of twenty-eight States has no right to dictate terms nnd conditions of suffrage) in any one or in all of the other State.'."
It seems as if Congress in crowding this matter upon the country with precipitate haste and in violation of the most recent declaration of faith promulgated by the Republican party in National convention assembled, desires for that party a realization of the truth of tho old motto: "Whom the "gods would "destroy, thoy a a

COL. J. W. FORNEY, writing to bis Press, from Raleigh, N. C-, says: The estimated value of the cotton crop for the last year, including tho recent advance in price, is over two hundred and fifty mil lions of dollars—a fact which dispels tbe idea of prolonged poverty in tbe South, and refutes the accusation that the freedmen will not work. Ifortli Carolina alone raised nearly fifteen million dollars worth of cotton in the last year, and ber entire products for the same period sum up forty millions. In anticipation of such action on thj p»rt of Congress, our views upon thb question were plainly expressed some months ago. "Wo then held, and still hold, that it is clearly the right of the States to regulate the elective franchise within their respec* tlve limits. The rebel States forfeited this as well as othor rights. Congross was bound to give to those Stales governments Republican in form, and could not do so without regulating the question of suffrage. But to interfere with this matter in the loyal States, which have forfeited no rights, ia beyond the delegated authority of Congress.

The report of tbe officers of this institutution, from which we have gathered the above fRcts, further says ('While we are permitted to speak thus encouragingly of our malo graduates, the gratification derived therefrom is offset in lome measuie by a consciousness of our present inability to provide the female graduates with equal facilities for self support. They receive, however, a sound education, morally and intellectually, and are carefully drilled in most of the manual employments ordinarily engaged in by females."
