Yellow Smoke, chief of the Omaha tribe, was liquored and drugged by roughs of that place, and then brained by a blow from from [sic] one of the party. This chief was noted for his friendliness and strict honor with the whites and it is not surprising that his warriors are gatherin [sic] in angry mood. Here are some fifteen hundred previously amicable savages muttering wrath against innocent men, woman, and children, all on account of the act of these murding brutes of Dun lap. That place owes it to justice to put these ruffians to death with promptness. Such men can never atone for the innocent blood which their deeds have caused lo be shed. =====

Third, That-our foreign affairs-am in favorable coodition. Oar negotiations with Great Britain regarding the Ala bama claims, so-called, havo not reacted an end. Cortain points of the proposed protocol of arbitration were not appmv ed by this Government, and have bfcon returned to Minister Johnson. The res' ignation of the British Ministry is re garded as a temporary hindrance.

Many details relative to thesn claipns are not deemed proper for oommnnira tion in the message.

Offers of arbitration between Paraguay and Brazil have boon declined, and the course of Paraguay is commended, although there is an absence of official details o.f the outrage of Lopez.

The government has made now tretmies for the protection of naturalised citizens abroad. It has recognized the new Provisional Junta in Spain as de facto government, but has received no formnlly accredited Minister from the same.

Affairs with Mexico are eatisfactojy Arrangements for a mixed Commission to settle the claims of America in that country are in progress.

The governmsnt has failed so far in jts negotiations for thepnrchase of a naval station in the West Indies, and learns that tbe,French are trying to get the Bay of Samana from the Dominican government.

Fourth, Official facts show enormous frauds in the revenue, which must be corrected or therovenne will fail and the nation be involved in ruin. The message calls for strong legislation on the sub ject, and urges the repeal of the Civil Tenure act, which is regarded as hindrance to the removal of corrupt officials

Fifth, The President refers to the Indian troubles and the views of the Peace Commission, and fears that the military establishment expenditures will bp large ly increased on tho plains.

Sixth, he favors thn withdrawal of troops from the Southern States and reduction of the army, and gives a resume of th® operations of the land and pension system. It is not pretended that the message discusses the above points in tbe order named and tbe language given but the general tenure of the document will prove to be ooriect.

Gen- Cole Acquitted.

ALBANT, N. Y., Dec. 7—Gen. Geo. W. Cole has been acquitted of the charge of murder, in hilling C. H. Hiscock for the seduction of his wife. The jury stated they found tfeo pruoner to be sane at a moment before and a moment after the kiliiiq but went in doubt as to bis sanity on tbe instant of homicide.- Tbe judge said they must give th& prisoner tbe ben efit of the doubt, and thus instructed they rendered a verdict of asquittal.
