ly shown by the fact that they maliciously led him to speak as follows: "What has the Republican party done for you in the last three years Have you any idea of the amount of money that has been drawn from tho people during the years from 'GO to '68 I hold in my hand tho report of the Auditor of State. That report shows that in the last year tho amount collected for State and county purposes was above $9,000,000, nearly $10,000,000 collected in the year "C7 for Stale and county purposes. If that is a fair statement, then we may conclude that for tho throo years since '65, during a period of peace, the expenditures of the State ot Indiana, for Stato and county purposes, have br-en very, nearly $30,000,000. Do they toll the laboring, sweating men of Indians what is done with these ten millions a year Can you, to-day, tell me what has become of these $30,000,000, collected for State and county purposes? "What stands for this vast expenditure of public money "XVhere is it Wo have no great structures of State institutions no railroads are built no great enterprises are carried on.

If Mr. Hendricks held in his hand the report of the Auditor of State, when making the above representations to the New Albanians, he knew that he was grossly misrepresenting the facts

The report does not show that above $9,000,000 was collected for State and county purposes last year. Instead of that, it shows that the whole amount

Of the levies appearing in the Auditor's report, $5,631 871 51 were laid for coun* ty, township, school, bounty, road and other purposes, by tho local authorities of tho several counties. It is a fact of which Mr. Hendricks is not ignorant that tne officers of nearly one-halt the counties are Democrats, and that it depends entirely upon them whsther local taxes are high or adow. He: knows, also, that the heavij, est rate of local taxation prevails in those counties which have been longest under

Democratic locni government, FJoyd 'county, heing a conspicuous example. Was it not cheeky, therefore, for hira to inquire of a Floyd county audionne— of men who knew the rapacity of their

Democratic officials—"what has the Republican party done for you in the l&it three years?'

If Mi, Hendricks would probe the fltiancial history of such Democratic counties aB Floyd, Dnarborn, Franklin, Ear"tholomew, Johnson, Cass, Pulaski, Blackford, Clarko, Alien, Huntington and

Fountain, he might be able to tell what has become of the enormous local taxes of those counties, but the information can be obtained in no other way, for the greedy Democrats who levy, collect and [spend them fail to furnish it. But so far ,u» concerns the taxes levied by the State .'authorities, Air. Hendricks need be at no loss to ascertain the objects to which they were applied. The report which he held in his hands when making hia New Albany speech, will give him all the information needed on that point, and wo suggest that he withdraw his thoughts from tho sufferings ef Toombs, Cobb and

Wade Hampton, long onough to study the Auditor's report, so that he may henceforth be able to onlighten the profound ignoranoo ho anposos enshrouds the people as to tho application of the money they pay to tho Stato in the shape of taxes.

This will also enable him to acquaint himself more thoroughly with State affairs than he haR thought it worth while to do while employed in his senatorial duties, at a salary of $5,000 besides mileage, and little odds and onds in the shape of kid gloves, pocket knives, stationery, etc., which go to make up the perquisites pf a Democratic Senator.

He would discover that some "structures of Stnto institutions" have been paid for out of the State revenues of the last three yearn, and that they havn required rio inconsiderable sums. Perhaps he has a vague recollection of the penitentiary at* Michigan City, which a Democratic administration began, but did not finish. At tho session of the General Assembly held in 18G6, over $80,000 was appropriated to pay debts contracted by the laat Democratic administration on account of that prison, and at that and the session of i867, turther appropriations were mado to oomplete it, amounting to $283,8??. An addition haa been mado to the Hospital lor the Insane, at a cost of $150,000 a House of Refuge has been provided lor juvenile offenders, for which the sum of $50,000 was appropriated a Soldier's Home has also been established at a cost -«f about $50,000.

further examination of State doou ments would inform the Democratic candidate tor Governor that $350,000 of these revenues about which ho seems so anxious, have bear n»ed in repaying to the school fund th*l amount unlawfully abstracted from it in 1857-8 by the then Democratic State officials, and about & half million more has been used iu reimbursing other trust funds unlawfully dissipated by the -. aarae officers. Ha can also gather tb« in8 teresting information from those documents that $3,000,000 of the old public debt, wnioh the Democratic party auffered to increase during its lease of power, has besn paid out of the proceeds of tbe State t&aas, tbe destination cf which seems so mysterious to him.

proceeds of what ia officially termed the State tax. It is worthy of remark in this connection, that of what Mr. Hendricks erroneously designates as county taxes, $770,863 was levied in the echool districts by the proper local officers, to build and repair school houses and defray the current expenses of common schools, other than the salaries of teachers.

We truat that Mr. Hendricks will acquaint himself more fully with the financial affairs of the State and counties. It docs not look well for a candidate for Governor to ask the people whether they know what goes with the revenues of the State, and at the same time confess his own inability to inform them, notwith standing the published reports of the Auditor and Treasurer of State contain full and perspicuous statements of evory dollar expended by the State. There is not the most remote probability that he will be called upon as Governor to use the information thus obtained, but he should make himself fasriliar with State finances, if for no other reason, to avoid another such exhibition of ignorance as he made in his New Albany speech.

General Halpine catno to this country in the year 1853. He made Boston his home and journalism his profession. He became tho primitive "carpet baggar," for he started, in connection with Mr. P. B. Shillaber "(Mrs. Partington"), the

"The Flaunting Lie and "After the Battle'' will survive the wreck of time But the most noticeable poem he ever wrote was a campaign song that appeared immediately after the nomination of Grant. than nine millions, and of this sum but $2,633,325 26 was levied by the State. The report shows a delinquency for t865 and previous years, of $1,280,156 32, which added to the actual levies of 1867 makes the sum of $9,452,688 40, but that delinquency was not collected, nor is it probable that any considerable amount of it ever will be.
